On the morning of October 16, at the National Convention Center in Hanoi , the Hanoi Party Committee opened the 18th Party Congress, term 2025-2030.

Speaking at the Congress, General Secretary To Lam assessed this as a particularly important political event for the capital.

"This congress is an opportunity for you to reflect on yourself, set the right goals, create new momentum, new determination, new motivation, develop the capital in the new era of the nation and realize Uncle Ho's wish for the capital Hanoi" - said the General Secretary.

According to the General Secretary, despite facing numerous difficulties and challenges, including many new and unprecedented issues, during the past term, Hanoi has strived to maintain stability and development, making positive contributions to the country's overall achievements.

The General Secretary also expressed his agreement with Hanoi's assessment of the groups of weaknesses and limitations mentioned in the political report and review report.

"We must look straight at the truth in order to make changes. That is a mandatory condition. If we want to make a breakthrough, I suggest that the Congress needs to continue to deeply analyze the causes of existing problems and limitations in order to have policies and solutions to thoroughly handle them in the next term," the General Secretary requested.

People expect Hanoi to solve the problem of traffic jams and flooding.

According to the General Secretary, the Party Committee, government and people of Hanoi need to deeply understand the especially important position and role of the capital for the country.

At the same time, we must fully recognize the Central Government's attention and facilitation for the capital. We must clearly see Hanoi's great responsibility towards the wishes and expectations of the people of the whole country.

To help Hanoi enter a new development phase, General Secretary To Lam suggested 7 requirements and tasks for Hanoi.

Firstly , building a clean and strong political system and party organization, setting an example of action and responsibility. According to the General Secretary, this is the first breakthrough pillar that determines all successes.

"Hanoi said it would do it, do it quickly, do it effectively and do it to the end" - the General Secretary requested.

Second , Hanoi needs to put culture and creative identity at the center of all development orientations of the capital. At the same time, consider this a strong endogenous resource, the foundation for forming the intellectual capacity and growth of Hanoi.

Third , the General Secretary requested that Hanoi create a completely new governance model with sufficient capacity to coordinate, lead and thoroughly resolve urgent issues. At the same time, open up a vision for long-term and sustainable development.

"Hanoi is facing urban challenges accumulated from the history of old apartment buildings, prolonged traffic jams, persistent air pollution, flooding during heavy rains and overloaded inner-city infrastructure.

"These challenges are not only infrastructure problems but also tests of national governance capacity, and the stature and mettle of the capital," said the General Secretary.

Faced with the above reality, the General Secretary requested delegates attending the Congress to discuss and agree to include it in the action program for the term of the 18th City Party Congress, thereby thoroughly resolving the above-mentioned problems.

According to the General Secretary, the capital's residents are currently expecting that in the new term, the government will solve problems such as traffic congestion, green urban order, environmental pollution, water pollution, air pollution, and flooding in urban and suburban areas.

"To overcome this, Hanoi cannot just adjust to the old way but must create a completely new governance model: from management to creation; from overlapping and fragmented to synchronous and integrated; from short-term to sustainable, with the stature of a modern capital, capable of thoroughly solving urgent problems and opening up new dimensions of development" - said the General Secretary.

According to the General Secretary, Hanoi not only maintains order but also creates breakthrough capacity, not only manages the present but also proactively shapes the future.

"We must be brave in doing things that have never been done before, be cautious in method but decisive in action to lead the thinking, standards and development model of the whole country," the General Secretary added.

Fourth , according to the General Secretary, Hanoi must perfect the multi-polar, multi-center urban model, turning each development pole into a center. The cities are closely connected by infrastructure, considering infrastructure as the backbone of strategic axes and comprehensive connecting corridors.

The General Secretary said that multi-polar development is a design to help Hanoi expand the scale of the city center, in which infrastructure development must be prioritized, with infrastructure leading the planning.

"Infrastructure must be one step ahead, synchronous, smart, highways, subway systems, elevated railways, ports, rivers, airports, networks, electricity, water, and information must be linked according to the thinking of the station's belt axis" - said the General Secretary.

Fifth , according to the General Secretary, Hanoi must be developed into a Center of Science, Technology and Innovation.

Sixth , the General Secretary requested that Hanoi must take people as the center and measure for development, building a humane, happy, fair, civilized capital, a model of intellectual culture to lead the nation.

Seventh , Hanoi must maintain national defense and security, and expand regional and international cooperation.

"Hanoi must take the sense of safety and peace of its people and tourists as a measure of the peace of the capital," the General Secretary requested.
