Through the discussions at the Session, in his concluding remarks, General Secretary To Lam emphasized that the implementation of Resolution No. 57 of the Politburo is very important and is the main driving force for successfully implementing strategic breakthroughs and transforming the country's development model.

The General Secretary agreed with the assessments at the Session on the results achieved in the 9 months of implementing Resolution No. 57, especially in the third quarter when a lot of work was done.
On behalf of the Steering Committee, the General Secretary acknowledged and commended the efforts of all levels and sectors, from the Central Party agencies, the National Assembly, the Government, the Fatherland Front, socio-political organizations and agencies in the political system; the efforts and proactiveness in the advisory work and proposals of the supporting agencies, the National Advisory Council and especially the role of the Standing Committee of the Steering Committee in closely monitoring, evaluating and directing resolutely to achieve specific results.
The General Secretary thanked and acknowledged the contributions of domestic and foreign experts and overseas Vietnamese who have accompanied domestic agencies in the process of implementing Resolution No. 57 of the Politburo.
Emphasizing that the results achieved are very remarkable and commendable, the General Secretary also pointed out that compared to the requirements, they are still far from being met. In that spirit, the General Secretary emphasized a number of major orientations and key tasks to focus on leading and directing implementation from now until the end of the month.

Regarding the major orientation, the General Secretary stated that, first of all, it is necessary to firmly implement the tasks according to the new operating principles agreed upon at the 13th Central Conference: "Discipline comes first, resources go together and results are the measure". This is the consistent guiding ideology and the compass in the activities of the Steering Committee.
“Discipline is demonstrated by complying with conclusions and instructions, adhering to progress, not pushing or avoiding, and thoroughly handling overdue tasks. Resources must be fully guaranteed, allocated correctly, accurately, quickly, and effectively, avoiding wasteful spreading.
And finally, efforts are measured by specific, substantive, measurable results, not formal reports. Taking science and technology, innovation, and digital transformation as the main driving force, creating high-quality new productivity and production methods, focusing on the data economy and digital economy,” the General Secretary emphasized.
Two , we must take removing institutional bottlenecks as the top priority. Recently, the National Assembly has amended and supplemented many laws, and at the Tenth Session, we will consider and pass about 50 more laws. The workload is huge because 2025 is determined to be the year when bottlenecks must be completely removed, and there can be no more congestion.
We must exploit data, break down the separatist mindset, perfect the intellectual property system, commercialize research results, connect institutes with the market, and establish public-private partnership systems to mobilize resources for society; at the same time, we must have a strong enough mechanism to protect cadres who dare to think, dare to do, and dare to take responsibility for the common good.

“Our legal institutional system will fully implement those requirements,” the General Secretary stated.
Third , we must create an ecosystem, unleash the powerful resources of society, and focus on enterprises. From “state-made” to “state-created” to liberate and mobilize maximum private resources for science and technology development and innovation.
Implement the principle that whatever the private sector can do, not in areas where the State plays a leading role, then create conditions and encourage the private sector to do.
According to the General Secretary, only when enterprises are truly at the center, the 3- house model (State, school, business - PV) will come into reality, and research and development sectors can grow.
Fourth , we must measure the satisfaction and trust of the people and businesses. We must resolutely digitize the entire process of implementing public services, one-stop shop, one-time declaration on an interconnected data platform; reduce time, reduce costs...
Resolutely handle the backlog of documents guiding the implementation of the law
Regarding the action motto, General Secretary To Lam requested consistency in the guiding spirit at the recent 13th Central Conference, which is: three focuses, three publicities, one measure.
In particular, the three focuses are: quickly institutionalizing the Steering Committee's conclusions; organizing drastic implementation with specific products; regularly and promptly inspecting and supervising, and removing difficulties and obstacles.
Three publicities are: publicizing progress, publicizing responsibilities and publicizing results so that people and society can monitor and accompany each other.

One measure is the standard of living and the confidence of the people. This is also the highest goal, all for this goal.
The General Secretary requested that the breakthrough governance model be institutionalized and replicated. Specifically, first, it is necessary to clearly define clear goals associated with urgent contextual requirements, with a specific time frame to create political motivation and determination. Second , it is necessary to establish a transparent measurement system based on real-time updated data. Third , it is necessary to establish a flexible specialized team, with sufficient authority to coordinate inter-sectoral coordination, urge and directly remove difficulties and obstacles.
The General Secretary pointed out five specific tasks:
Firstly, all agencies and units, especially their leaders, must set an example and be responsible before the Party, the State and the people for implementing tasks, ensuring that tasks are completed on time, meeting practical requirements and bringing about efficiency.
Second , Party agencies from the central to local levels must deploy the digital transformation project in Party agencies to ensure effectiveness and follow the set roadmap.
Third , the Government Party Committee directed to thoroughly handle the backlog of documents guiding the implementation of laws. Strive for 100% of decrees and circulars guiding new laws to be issued and take effect before March 31, 2026.
Fourth , the National Assembly Party Committee directs the implementation of the National Assembly's digital transformation project.
Fifth , the Party Committee of the Fatherland Front directs the implementation of the Digital Transformation Project in Front agencies and socio-political organizations; organizes independent and substantive social monitoring and criticism programs on the quality of scientific research, innovation, provision of online public services and the progress of implementation of work directly to the people.

The General Secretary pointed out that a breakthrough, drastic governance model based on data and aiming for final results is the "key" to solving difficult problems and overcoming inherent bottlenecks.
The General Secretary especially emphasized the responsibility of leaders, first of all, Ministers, Heads of sectors, Secretaries, Chairmen of People's Committees at provincial and communal levels and leaders at department and office levels, to fully and deeply understand the requirements and tasks of science and technology development and national digital transformation with the destiny of the country.
“We must be resolute in our leadership and management, not accepting the mindset of tenure, clinging to local interests, not daring to think, not daring to do, not daring to make breakthroughs. Anyone caught up in these situations and not changing must be promptly replaced, not slowing down the country's development process,” the General Secretary stated.
The tasks ahead require each member of the Steering Committee and each leader at all levels and in all sectors to continue to uphold the pioneering and exemplary spirit, truly talk less and do more, be decisive and effective.
Immediately after the meeting, the General Secretary requested the members of the Steering Committee to urgently implement at their agencies and units the key tasks and solutions according to their assigned functions and tasks; at the same time, they must also make recommendations and proposals to the Steering Committee on tasks that, as scientists believe, should be assigned from top to bottom, connecting sectors and forces to create a national position, bringing benefits to the whole country, not just to their own sector or locality.
The General Secretary requested units and localities to complete their plans to implement the Conclusion of today's meeting and send them to the Steering Committee before October 18.
The General Secretary believes that with new determination and spirit, we will certainly successfully implement the goals set out in Resolution 57, making a practical contribution to the success of Party Congresses at all levels and moving towards the 14th National Party Congress, firmly stepping on the path of building an increasingly prosperous and powerful country, with increasingly prosperous and happy people.
