Non-local leaders - To make cadres "serve hundreds of people, not just one"

The policy of "delocalization" of Provincial and Municipal Party Committee Secretaries will be extended to the following positions: Chairman of the Provincial and Municipal People's Committee, Chairman of the Provincial and Municipal Party Committee Inspection Committee, and Chief Inspector of the province and municipality.

General Secretary To Lam affirmed this before voters of constituency No. 10 ( Hanoi ) on September 30, 2025.

According to the General Secretary , the arrangement of "people from other places" to hold the position of Provincial and City Party Secretary has brought many good results even though the "delocalization" policy has only been applied for more than one term.

Before the 14th National Party Congress takes place, among the 34 localities, there will no longer be a place where the Provincial or City Party Secretary is an "on-the-spot person".

Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Party Congress sets out a drastic requirement: Basically implementing the policy of arranging provincial Party secretaries who are not local people. Why? The disciplinary action and cleaning up of the Party and State apparatus in recent times has revealed a problem that makes us think: Many violations occurred in places where all leadership positions were held by local people and then a whole "group" of key officials "held hands" to go to court.

Is there any connection between the level of integrity and the origin of the local leadership? In reality, “locally promoted” cadres have the advantage of understanding the locality, but they face a big disadvantage of having difficulty overcoming the barrier of “family affection”.

In the negative sense, family relationships here are not only intertwined and intertwined, affecting work, but also cronyism, factionalism, and localism.

Behind some disciplined officials, we see the shadows of wives, children, brothers and sisters who broke the law, and businesses that operate illegally.

On the contrary, behind the individuals and businessmen who fall into the law's net are the shadows of leaders at all levels who have lost their qualities. Our Party has repeatedly warned about the situation of "one person becoming an official, the whole family benefits", from sophisticated forms to crude manifestations such as bringing children, daughters-in-law, sons-in-law, brothers, sisters, in-laws... into the apparatus, even the form of "father-to-son succession" in disguise.

It is certain that "one family" benefits, but the extremely dangerous thing is that behind it, "hundreds of families", the whole large community "loses benefit", and the locality falls behind.

In Regulation No. 89-QD/TW dated August 4, 2017 on the framework of title standards and orientation of criteria for evaluating leaders and managers at all levels, the Politburo sets out 5 requirements.

One of them is that "leaders and managers must have pure moral qualities; an honest and upright lifestyle; resolutely fight against individualism, factions, and group interests; and not let relatives and acquaintances take advantage of their positions and powers for personal gain."

Speaking at the meeting of the 14th Party Congress Personnel Subcommittee on March 13, 2024, the late General Secretary Nguyen Phu Trong, Head of the Subcommittee, reminded a number of leaders and managers, including high-ranking officials, of their lack of exemplary behavior, individualism, and involvement in corruption and group interests. Whatever they do or whatever position they hold, they only consider their own and their family's benefits and benefits first, forgetting about integrity and honor.

Then, on May 9, 2024, in Regulation No. 144-QD/TW on Revolutionary ethical standards of cadres and party members in the new period, the Politburo also required cadres and party members to uphold self-respect and honor; not to let family, relatives and others take advantage of their positions and work positions for personal gain.

To look straight at the problem, whether an official can take care of "a hundred families" or only "one family" depends on the talent, moral roots, and integrity of that person.

Of course it is. However, the Party's policy of not arranging local cadres to be local leaders is to create favorable objective conditions, a "sterile environment" to "nurture integrity" and "cultivate lasting morality" for cadres.

In the article "Organizing well the Party Congresses at all levels for the 2025-2030 term" (February 11, 2025), General Secretary To Lam clearly stated that it is necessary to ensure the selection of the best and most deserving people, not to miss out those who are truly virtuous, talented, qualified and meet the standards, while resolutely opposing manifestations of opportunism, ambition for power, personal lobbying, factions, group interests, localism, localism, and familiarity.

The policy of "delocalizing" the Provincial Party Committee Secretaries, City Party Committees, Chairmen of the Provincial and City People's Committees, Heads of the Provincial and City Party Committees' Inspection Committees, and Chief Inspectors of the provinces and cities is one of many ways to protect the quality and prestige of the Party and State leadership agencies, and not let unworthy people get into them./.
