Ho Chi Minh City People's Committee issued Document No. 2649/UBND-VX on guidelines for the establishment, organization and operation of inter-sectoral coordination organizations (abbreviated as "Inter-sectoral organizations") under the decision-making authority of the City People's Committee and the Chairman of the City People's Committee.

The Chairman of the City People's Committee requested agencies, organizations and units to seriously implement the instructions. During the implementation process, if there are any difficulties or problems, the units should promptly report to the City People's Committee (through the Department of Home Affairs) for consideration and direction.

“Inter-sectoral organization” is an organization that helps the City People's Committee and the Chairman of the City People's Committee research, direct, and coordinate the resolution of important, inter-sectoral tasks.

This organization is organized in the following forms: Council, Committee, Steering Committee, Working Group and other forms as prescribed.

“Inter-sectoral organization” does not perform state management functions; does not have its own seal (except in cases prescribed by law).

According to the People's Committee of Ho Chi Minh City, "Inter-sectoral organizations" are established when dealing with important tasks related to national defense, security, foreign affairs, resource mobilization, key projects; tasks related to state management tasks, responsibilities of many agencies, units, and localities in the city that require the concentrated direction and management of the City People's Committee and the Chairman of the City People's Committee.

In addition, "Inter-sectoral organizations" are also established when disasters, incidents, natural disasters, and epidemics occur that are particularly serious and exceed the handling capacity of an agency, organization, or unit and need to be focused on within a certain period of time.

The "interdisciplinary organization" has the task of researching, consulting, recommending, proposing directions and solutions to solve important, interdisciplinary problems; directing and coordinating between agencies, organizations, units of the city and relevant agencies and organizations in solving important, interdisciplinary problems.

According to the guidance of the Ho Chi Minh City People's Committee, the head of the "Inter-sectoral Organization" is the Chairman of the City People's Committee or Vice Chairman of the City People's Committee (the head can also be the Head of the city's agencies, units, and organizations); the deputy is the head of the city's agencies, organizations, and units assigned to act as the standing body of the "inter-sectoral organization".

"Inter-sectoral organization" has a defined term of operation and self-dissolves according to the term of operation stated in the establishment decision.

The "inter-sectoral organization" headed by the Chairman and Vice Chairman of the City People's Committee operates under a regime that emphasizes the personal responsibility of the head.

The “Inter-sectoral organization” headed by the heads of agencies, units, and organizations operates under a system that emphasizes the personal responsibility of each member and makes decisions by majority. The decisions of this “inter-sectoral organization” are passed when more than 50% of the total number of members of the inter-sectoral coordination organization agree. If the number of members agreeing and disagreeing is equal, the decision will be based on the opinion of the head.
