On the afternoon of October 20, the Office of the Ho Chi Minh City People's Committee issued a notice of conclusion by Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong on the progress of the implementation of the Urban Remodeling Project for residential areas on and along canals and ditches in 3 wards: Chanh Hung, Binh Dong and Phu Dinh.

In conclusion, in the past time, the People's Committee of Ho Chi Minh City has focused on directing the implementation of the Project approved in Decision No. 3303/QD-UBND dated June 27, 2025. Some initial results have been achieved, however, the progress of many contents is still slow, especially the planning work, detailed implementation plans and investment policy proposals for projects.
The Vice Chairman of the Ho Chi Minh City People's Committee requested the Heads of relevant departments and branches, along with the authorities of the three wards, to focus on directing and seriously and timely implementing the tasks in the Project.
Notably, the People's Committee of Ho Chi Minh City assigned the People's Committees of Chanh Hung, Phu Dinh and Binh Dong wards to urgently establish new 1/2000 scale zoning plans for each ward, adding urban development areas according to TOD orientation and key projects. The dossier must be submitted to the People's Committee of Ho Chi Minh City for approval in the first quarter of 2026.

In addition, the Department of Finance was assigned to preside over and work with relevant units to review 14 proposed investment projects, agreeing to implement compensation, support, and resettlement in the South bank of the Doi Canal area using state budget funds in the form of public investment. Ho Chi Minh City aims to complete compensation and site clearance in 2026-2027.
In addition, Ho Chi Minh City also encourages research and implementation of a number of large-scale renovation projects under the PPP (public-private partnership) model, while reviewing and arranging land funds for the construction of resettlement housing and social housing to serve the Project for all three wards.
The Vice Chairman of the Ho Chi Minh City People's Committee requested the Department of Construction to complete and submit a detailed plan to implement the Project. The Department of Agriculture and Environment urgently developed a plan to auction the land plots as directed before October 25.
The conclusion emphasized that accelerating the implementation of the Urban Remodeling Project for residential areas on and along canals and ditches will not only contribute to improving living conditions for people, but also create a civilized, modern and sustainably developed urban appearance for Ho Chi Minh City in the period 2026-2030.
