The final session of the 15th National Assembly took place in the context of the country rearranging administrative boundaries - a major step in the process of building a streamlined, effective and efficient State; and at the same time preparing for the 14th National Party Congress - a political milestone of special significance in the country's development journey.
The 14th National Party Congress will take place at a very important and historic time: the country is entering a new phase, the phase of the nation's rise. After 40 years of renovation, our country has the foundation, potential, position and international prestige it has today. GDP has increased from 8 billion USD in 1986 to 510 billion USD today, ranking 32nd in the world. GDP per capita has increased from 100 USD to over 5,000 USD, entering the upper middle income group. Economic structure and growth quality have changed positively.
We have created a favorable business environment and a stable macro-economy. In particular, the market economic institutional system has been further improved with the National Assembly passing many very important laws.
As Prime Minister Pham Minh Chinh emphasized in his summary report on socio-economic development results at the opening session of the 10th session, in the context of many difficulties and challenges, the results achieved in 2025 and the 2021-2025 period are very valuable and proud; each year is better than the previous year, this term is better than the previous term in most areas. Those results continue to create a trend of innovation; create momentum for rapid and sustainable development; create a force for inclusive and comprehensive development; create momentum to enter a new era and consolidate and strengthen the people's firm trust in the Party and State.
In that development, Ho Chi Minh City - a megacity with a population of over 14 million people and an economic scale accounting for 1/4 of the country's GDP, with a total budget revenue of over 1/3 of the country's total budget revenue - has made important contributions to the country's economic development.
During the last term, Ho Chi Minh City was the locality most affected by the impact of the Covid-19 pandemic. However, with the tradition of solidarity, dynamism, creativity, daring to think and act, Ho Chi Minh City, under the leadership and support of the Central Government, ministries, branches and especially the people of the whole country, overcame the pandemic and continued to grow during this term.
More importantly, Ho Chi Minh City is a place with a "specialty" of dynamism, creativity, daring to think and dare to do, so it always contributes to very important institutional pilots. In particular, Ho Chi Minh City has contributed to the National Assembly to issue Resolution 98/2023/QH15 (on piloting a number of specific mechanisms and policies) to help Ho Chi Minh City overcome many difficult challenges, continue to grow, and contribute more to the whole country.
With those important achievements, in the 10th session, we hope that the National Assembly will support Ho Chi Minh City by amending and supplementing Resolution 98/2023/QH15 so that the city has an institution compatible with its economic scale, population, state governance, and a very large administrative boundary, with 168 communes, wards, and special zones.
In the context of the world with many fluctuations as recently, we have seen the appearance of words such as uncertain, abnormal, unstable... For that reason, implementing the policy of promoting decentralization and delegation of power in the direction of local decision, local action, local responsibility, will contribute to Ho Chi Minh City in particular, and localities in general, to handle real-life situations more quickly.
For a megacity like Ho Chi Minh City with an economic scale of over 123 billion USD - larger than many other countries - this is very urgent. More than ever, we need to solve work in the most flexible, fastest, and most time-saving way. That is also how we are fighting waste, including wasting time processing work...
