Storm No. 3 (Wipha) is forecast to be very strong, move quickly, have a high level of natural disaster risk, have complex developments, and have a very wide and dangerous range and intensity of impact on sea and land.

On July 19, the Ministry of Industry and Trade issued an urgent dispatch on emergency response to the storm, requiring heads of units in the industry to focus on leading and directing decisively, promptly, and effectively the work of preventing and responding to the storm.

Especially for hydropower dam owners, the Ministry requires strict compliance with approved inter-reservoir and single-reservoir hydropower operation procedures, especially when unusual situations arise.

"Ensure absolute safety for the project, prevent artificial flooding, contribute to reducing flooding downstream, and especially pay attention to notifying people early before releasing flood water," the management agency requested.

The Ministry requires increased inspection and assessment of dam conditions, flood discharge equipment, downstream warning systems, etc. In particular, timely warnings must be ensured to people when releasing floodwaters, especially in emergency situations.

The Departments of Industry and Trade of provinces and cities are required to seriously implement the telegrams of the Prime Minister and the Ministry of Industry and Trade; direct the protection of safety of dams, hydroelectric reservoirs and production; check equipment, be ready to respond to incidents; ensure safety of mineral activities and power grids.

Production facilities are required to have plans to respond to natural disasters; advise the Provincial People's Committee to stop construction of industrial works in high-risk areas during storms; direct businesses to stockpile essential goods, ensuring supply when cut off by floods.

The Ministry also requested the National Power System and Electricity Market Operation Company to closely coordinate with units managing and operating hydropower reservoirs to update the actual hydrological situation, flood situation and requirements of competent authorities, ensuring power generation efficiency; make plans to regulate hydropower reservoirs to ensure compliance with procedures...

Vietnam Electricity (EVN) must be ready to respond to storms according to the "4 on-site" principle; inspect the power grid system, hydroelectric dams, ensure safe power supply for important loads and quick recovery after incidents. Coordinate with local departments of industry and trade and reservoir owners to monitor reservoir operations during storms.

Corporations under the Ministry of Industry and Trade were also assigned specific tasks. The Vietnam National Coal and Mineral Industries Group was asked to direct units, especially in Quang Ninh, to inspect mine safety, prevent landslides and floods, and review storm response work at underground, open-pit and critical waste dump sites.

The Vietnam National Energy Industry Group needs to inspect and ensure the safety of oil and gas projects, especially in the North and Central East Sea. The Vietnam National Petroleum Group has implemented plans to prevent natural disasters, prevent oil spills, ensure the safety of warehouses and gas stations in areas affected by storms, and reserve enough gasoline to respond to natural disasters.

Vietnam Chemical Group directed production facilities in storm-affected areas to strengthen inspections and overcome safety risks to prevent incidents and chemical leaks into the environment.

According to the forecast of the Department of Hydrometeorology (Ministry of Agriculture and Environment), from the night of July 20, the sea area in the northern Gulf of Tonkin (including the special zones of Bach Long Vi, Co To, and Cat Hai) will have winds gradually increasing to level 6-7, then increasing to level 8-9, the area near the storm's center will have winds of level 10-11, gusting to level 14; waves 2-4m high, the area near the center will be 3-5m, the sea will be very rough.

According to forecasts, when it makes landfall in the coastal area of ​​Quang Ninh - Ninh Binh around July 21, storm Wipha will be at level 10-11, gusting to level 14 and moving at about 15km/h. Experts say the storm will enter the Gulf of Tonkin around noon on July 21, and the storm will travel along the provinces from Quang Ninh to Thanh Hoa around the evening of July 21 and early morning of July 22.
