Cases of having to issue, reissue ID cards from July 1, 2024

Specifically, cases of reissuing and changing ID cards include:

a) Cases specified in Clause 1, Article 21 of this Law (Vietnamese citizens who have been issued an ID card must carry out procedures to issue and exchange the ID card when they reach the age of 14, 25, 40 and 60).

b) Change or correct information about last name, middle name, given name; date of birth;

c) Change identity; add information about facial photo, fingerprints; re-identify gender or change gender according to the provisions of law;

d) There is an error in the information printed on the identity card;

d) At the request of the person issued with the identity card when the information on the identity card changes due to administrative unit arrangement;

e) Re-establish personal identification number;

g) When the person granted the identity card requests.

Cases of re-issuing ID cards include:

a) The identity card is lost or damaged and cannot be used, except in the cases specified in Article 21 of this Law;

b) To regain Vietnamese nationality according to the provisions of the law on Vietnamese nationality.

Procedures for issuing, changing and reissuing ID cards

Article 25 stipulates the procedures for issuing, exchanging and re-issuing identity cards as follows:

1. The procedures for re-issuing ID cards in the cases specified in Point b, Clause 2, Article 24 of this Law and for exchanging ID cards shall comply with the provisions of Article 23 of this Law (Procedures for issuing ID cards).

2. In case of reissuance of ID card due to gender reassignment or gender transition or change or correction of information specified in Point b Clause 1 Article 24 of this Law, but such information has not been updated or adjusted in the National Population Database, the person requesting an ID card must present legally valid documents and papers proving the changed information to carry out the procedure of updating or adjusting information in the National Population Database.

3. The identification management agency shall collect used citizen identification cards and identification cards in cases of reissuance of identification cards.

4. Re-issuance of identity cards in the cases specified in Point a, Clause 2, Article 24 of this Law is carried out online on the public service portal, national identification application or directly at the place where the identity card issuance procedures are carried out.

The ID management agency uses the most recently collected facial photo, fingerprint, iris information and existing information in the National Population Database and ID Database to reissue ID cards.

How valid is the ID card?

Article 20 of the Law on Identification stipulates the validity of identification cards as follows:

1. The identity card has the value of proving the identity and other information that has been integrated into the identity card of the cardholder to carry out administrative procedures, public services, transactions and other activities in the territory of Vietnam.

2. The identity card is used instead of immigration documents in cases where the Socialist Republic of Vietnam and a foreign country sign an international treaty or agreement allowing citizens of the signatory countries to use the identity card instead of immigration documents in each other's territory.

3. The identity card or personal identification number is used for agencies, organizations and individuals to check the information of the cardholder in the National Population Database, other national databases and specialized databases as prescribed by law.

In case the person granted an identity card must present the identity card at the request of a competent agency, organization or individual, that agency, organization or individual shall not request the person granted the card to present documents or provide information that has been printed or integrated into the identity card; in case the information has changed compared to the information on the identity card, the person granted the card must provide documents and papers with legal value to prove the information has changed.

4. The State protects the legitimate rights and interests of people granted identity cards according to the provisions of law.
