
On October 10, 2025, the Government issued Decree No. 261/2025/ND-CP amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing and Decree No. 192/2025/ND-CP dated July 1, 2025 of the Government detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development, effective from October 10, 2025.
Accordingly, the preferential loan interest rate for purchasing or hire-purchasing social housing; purchasing or hire-purchasing housing for the people's armed forces; building or renovating or repairing housing at the Vietnam Bank for Social Policies (VBSP) is officially regulated at 5.4%/year.
In addition, for loans that have signed a Credit Contract with the People's Credit Fund before October 10, 2025, the Credit Contract will be adjusted to apply an interest rate of 5.4%/year to the actual principal balance and overdue principal balance (if any).
Reducing the preferential interest rate for social housing loans is a strong step, concretizing the determination of the Party and State in solving the housing problem for low-income people and ensuring social security. The regulation allowing adjustment of old loans also demonstrates humanity, fairness and encourages people to boldly borrow to buy social housing. This new credit policy, combined with specific mechanisms on land and capital sources stipulated in Resolution 201/2025/QH15, creates a comprehensive support ecosystem, both solving difficulties in supply and increasing access to capital for home buyers.

Loan purpose: The policy applies to loans for purchasing or hire-purchasing social housing; purchasing or hire-purchasing housing for the people's armed forces; or constructing/renovating or repairing housing.
Total outstanding loans to date have reached over VND 19,526 billion with 50,328 customers having outstanding loans.
In recent times, the Social Policy Bank system has actively coordinated with Party committees and authorities to review and synthesize loan needs of subjects; strengthen propaganda and dissemination of social housing loan programs to all people so that they can know and access them when needed. At the same time, organize training on loan processes, procedures, and documents for communes, towns, organizations providing entrusted services, and Savings and Loan Groups; on that basis, conduct reviews and disburse loans to customers in need and eligible for loans, ensuring transparency and compliance with regulations.
