The 18th Hanoi Party Congress, taking place from October 15 to October 17, is an important political event for the Party Committee, government, armed forces and people of the capital.

Recently, Hanoi Party Secretary Bui Thi Minh Hoai, Head of the 18th Congress Document Subcommittee and the Standing Committee of the Party Committee have continuously convened meetings to listen to reports, urge, contribute opinions and direct the completion of the draft Political Report.
At meetings, the Secretary and Standing Committee of the Hanoi Party Committee always requested the Office of the Party Committee, together with relevant agencies, to complete documents that meet the requirements of being concise, easy to remember, easy to understand, easy to implement, and must reflect the innovation and requirements of this term as well as the next term.
The Secretary of the Hanoi Party Committee also requested to review and update more fully the results of the implementation of the Resolution of the 17th City Party Congress, political tasks, especially breakthroughs, new policies of the Party and State to see that in the 2020-2025 term, the entire Party Committee and people of the capital have made great efforts to achieve the current results.
In addition, the Hanoi Secretary also directed members of the Document Subcommittee and the Editorial Team to continue to make the utmost efforts to build a quality-assured Draft Political Report, clarifying the content of the targets, tasks, and solutions closely following the thematic axis.
In addition to the common tasks, the Hanoi Secretary requested to identify the "focus of the focus" and "breakthrough of the breakthrough" in various fields, in which digital transformation is the main driving force contributing to economic development.
The Secretary of the Hanoi Party Committee requested that the city prioritize and focus on handling environmental pollution, improving air quality, renovating inner-city rivers, and developing more parks and flower gardens.
At the same time, drastic solutions are deployed to ensure food safety and health care for people, as required by the head of the Hanoi Party Committee.
"It is important that the Document creates a new breeze, attracting people to participate in implementing the tasks of socio-economic development, culture - education, and national defense and security of the city," Secretary Bui Thi Minh Hoai emphasized at a meeting on receiving and completing the draft Political Report.
Effectively exploiting the position of the Capital
The political report of the 18th National Congress of Hanoi has many new and key points, specifying the goals and visions. The 18th National Congress document has added 5 development viewpoints on the basis of specifying the guiding viewpoints in Resolution 15-NQ/TW of the Politburo, covering aspects from economy, urban areas, rural areas, culture, people, Party building and the political system.
In particular, the outstanding new point is that Hanoi not only correctly perceives the position and role of the capital but also demonstrates a higher sense of action, that is, being a pioneer and exemplary in implementing the policies and decisions of the Central Government, while effectively exploiting the position, potential and advantages of the capital.

Regarding development breakthroughs, in the 18th term, the Hanoi Party Committee continues to choose breakthroughs in 3 areas including infrastructure, institutions and high-quality human resources. A notable new point is that along with the draft Political Report, Hanoi has simultaneously prepared a draft Action Program to implement the Resolution of the 18th National Congress with 62 tasks, projects, topics, and action programs in the field of Party building and rectification and the political system; 18 groups of key works and projects that need to be prioritized for investment in the 2026-2030 period.
