The meeting was chaired by Deputy Minister of Justice Nguyen Thanh Tu, also attended by Deputy Minister of Finance Nguyen Duc Tam, representative of the drafting agency, and Vice Chairman of Khanh Hoa Provincial People's Committee Trinh Minh Hoang.
According to the Ministry of Finance's Submission, the draft Resolution includes two main contents: separating the compensation, support and resettlement contents of the Ninh Thuan nuclear power project into an independent project called the Compensation, support and resettlement project to implement the Ninh Thuan nuclear power project; assigning the People's Committee of Khanh Hoa province to be the project's governing body and allowing the locality to decide on project investment when the competent authority has not yet adjusted the investment policy and approved the project according to regulations.
Another notable content mentioned in the draft is that during the time waiting for resettlement arrangements, Khanh Hoa Provincial People's Committee will arrange temporary housing or support housing rental for people whose residential land is recovered under the project. The specific time and level of support will be regulated by Khanh Hoa Provincial People's Committee in accordance with local reality.
The draft also determines the effective date of the Resolution as February 28, 2027, creating conditions for agencies, units and localities to have enough time to deploy and complete compensation and resettlement work.

According to the representative of the Ministry of Finance, the issuance of the Resolution to separate the compensation, support and resettlement contents into independent projects will help speed up progress, avoid wasting resources, and at the same time ensure stable lives for people in the project area. In addition, assigning the People's Committee of Khanh Hoa province as the governing body is in accordance with current regulations, ensuring proactiveness and closeness to local realities.
Agreeing with the above opinion, a representative of Khanh Hoa Provincial People's Committee said that early implementation of site clearance work in 2025 is necessary to avoid additional costs and at the same time ensure the progress of site handover for other technical items.
Commenting at the Appraisal Council, representatives of the Ministry of Public Security and the Ministry of National Defense agreed with the draft content. Representatives of the Ministry of Science and Technology emphasized that the Resolution is very necessary to remove bottlenecks for localities, and at the same time suggested adding more content related to science and technology, promoting innovation, digital transformation, etc.
Concluding the meeting, Deputy Minister of Justice Nguyen Thanh Tu said that the members of the Appraisal Council assessed that the early promulgation of the Resolution was necessary. The Deputy Minister suggested that the drafting agency consider the name of the draft Resolution appropriately; revise a number of provisions to ensure human rights and civil rights; explain further on the issue of human resources for implementation; ensure simplification of administrative procedures, decentralization of authority...
