The family of Mrs. Tran Thi Ngoc (Nam Nha Trang ward) is in a rather difficult situation. Her husband died of cancer, her daughter has a mental disability, Mrs. Ngoc alone takes care of her children by cleaning rented houses and selling soy milk, life is lacking before, after. Understanding her family's situation, social workers connected with organizations to award a scholarship worth nearly 3 million VND/school year (starting from grade 6 until finishing grade 12) to Tran Duc Luong - Mrs. Ngoc's son. Not only that, the locality also connected to support 60 million VND to repair the ^30m2 house for her family. Mrs. Ngoc shared: "I am very grateful to the units and localities for enthusiastically connecting and supporting my mother and me during difficult times. This support gives my children more motivation to go to school and gives me more strength to overcome difficulties."

Implementing the social work development program in the province for the period 2021 - 2025, the province has issued 4 resolutions to perfect social assistance policies in accordance with the local socio- economic conditions. Along with that, a system of facilities providing social work services has been established from the province to the grassroots level, meeting the increasing needs of people, especially vulnerable groups. Medical facilities and social protection centers actively deploy social work services, contributing to improving the quality of care and satisfaction of subjects and patients. In particular, from the central support fund, the province has deployed 4 social work models focusing on supporting people with mental disorders, people with disabilities, providing social work services in the community and social protection centers, with a total budget of 12 billion VND. The provincial Social Protection and Social Work Center proactively improves the quality of social work services; promptly received and advised more than 1,000 cases; 100% of the subjects being cared for at the center were assessed, classified and had personalized support plans developed. The unit also set up a hotline and strengthened connections with social resources for more effective support.

Mr. Trinh Ngoc Hiep - Deputy Director of the Department of Health said: "Currently, the whole province has 275 people working in professional social work. Every year, the Department of Health opens training courses for more than 5,300 people, improving the capacity of the team implementing social security policies at the grassroots level. Communication activities and raising public awareness have been enhanced. From 2021 to now, the province has organized 39 direct propaganda sessions with more than 3,150 participants, along with many communication activities at hospitals, schools and social assistance facilities. The mobilization of social resources has also been actively implemented and attracted many organizations and units to choose Khanh Hoa to implement projects to support children in difficult circumstances, patients with depression, tuberculosis patients and people with disabilities; the total value of support in the period 2021 - 2025 is more than 6.2 billion VND, with more than 1,700 beneficiaries".

Improve overall service quality

With the issuance of the Plan to implement the Social Work Development Program in the province until 2030, the Provincial People's Committee directed to continue promoting the development of social work at all levels and sectors in accordance with the socio-economic development conditions of the locality. In particular, focusing on developing a team of cadres, civil servants, public employees, employees, and social work collaborators in sufficient quantity and quality; promoting socialization, improving the quality of social work services in all fields, meeting the needs of providing social services of the people, towards the goal of developing a fair and effective society. Along with that, the province focuses on perfecting the legal system, raising social awareness of social work. The goal by 2030 is that 100% of communes, wards, and special zones will have at least 1 to 2 cadres, civil servants, public employees, or collaborators doing social work, receiving a minimum allowance equal to the basic salary; At least 90% of social assistance facilities are staffed with specialized staff, ensuring the capacity to serve vulnerable groups in society.

According to Mr. Trinh Ngoc Hiep: "The province aims to have 60% of medical, educational and related facilities providing social work services by 2030; at the same time, replicate social work models in social assistance facilities, drug rehabilitation facilities, prisons, hospitals, schools, etc. to provide comprehensive services, support livelihoods and community integration. In particular, ensure that at least 90% of orphans, abandoned children, children infected with HIV/AIDS, severely disabled children or children affected by natural disasters, epidemics, etc. have access to appropriate social work services. Training, fostering and standardizing the team of cadres, civil servants, public employees and collaborators doing social work are carried out regularly. Each year, about 200 people are trained, aiming for 70% of medical staff and related facilities to be trained in social work; support postgraduate training for social work lecturers, serving the teaching work and long-term human resource development Not only that, communication, cooperation and monitoring activities are also enhanced; resource mobilization for social work is diversified.

The synchronous and effective implementation of the social work development program until 2030 not only demonstrates the province's determination in building a strong social security system, but is also an important step in professionalizing the social work sector - a profession that plays an increasingly essential role in modern life.
