TPO - Although the investment policy was approved more than 10 years ago with the expectation of changing the face of traffic and urban areas in Hoang Mai district ( Hanoi ), up to now, the 2.5 beltway (Dam Hong - National Highway 1A section) and Tam Trinh road are still unfinished.

The investment project to build Ring Road 2.5 (Dam Hong section - National Highway 1A) in Hoang Mai district under the Build - Transfer (BT) contract has been unfinished for more than 10 years and has not been able to open to traffic.

Accordingly, the Ring Road 2.5 project was granted an investment certificate by Hanoi City in 2013, implemented in the form of BT, with the investor appointed. In 2014, the Hanoi Department of Transport authorized the city to sign a BT contract with the joint venture investor: Hanoi Housing and Urban Development Business Joint Stock Company, Hoang Ha Construction Company Limited.

However, after 10 years, the project still cannot open to traffic due to land clearance problems.

At the section across the Lu River, the Ring Road 2.5 project will build a new bridge with a cross-section of about 40m wide, located next to the current Dinh Cong Bridge. However, people in this area still have to use the temporary bridge because the L3 bridge section cannot be opened to traffic yet.

Unfinished for many years has made Ring Road 2.5 (Dam Hong section - National Highway 1A) dirty, a garbage collection point, with cars parked everywhere on the road.

It is worth mentioning that the Ring Road 2.5 project has not been completed after 10 years, but the counterpart project, the Dai Kim - Dinh Cong New Urban Area project, the investor has divided the land into plots and sold them, mobilizing capital from customers through the form of "Investment cooperation contracts"... even though the site clearance has not been completed, the land has not been allocated... causing investors to be upset.

It is known that the Office of the Hanoi People's Committee recently sent a document to the City Inspectorate to urgently implement the direction of the city's leaders on considering and inspecting the corresponding investment project (the investment project to build the new urban area Dai Kim - Dinh Cong expansion) for the investment project to build the Ring Road 2.5.

Previously, in August 2023, after listening to the authorities' reports on the investment project to build the 2.5 ring road, Vice Chairman of Hanoi City Duong Duc Tuan concluded that the project's investment progress was slow, and there were many complicated petitions related to the project's implementation that needed to be thoroughly considered and resolved.

Therefore, the Vice Chairman of the City assigned the Hanoi City Inspectorate to handle petitions, complaints and denunciations related to investors and related to the counterpart project of the Dai Kim - Dinh Cong New Urban Area investment project. At the same time, coordinate with the Department of Planning and Investment and related units to inspect and review the entire investment process and procedures of the Ring Road 2.5 Investment Project (Dam Hong - National Highway 1A section) and related counterpart investment projects.

Also in Hoang Mai district, the project to build and expand Tam Trinh street was approved for investment in 2012, but to date the project is still in disarray.

Accordingly, the Tam Trinh road project has a total length of more than 3.5 km, the starting point connects with Minh Khai road, the end point intersects with Ring Road 3, with the People's Committee of Hoang Mai district as the investor.

The project started in 2016, with a total investment at that time of up to 2,066 billion VND, and is expected to be completed and put into use in 2019.

According to the Hanoi People's Committee, when the project is completed, Tam Trinh route will facilitate people's travel, reduce traffic pressure on the main roads of the southern gateway. At the same time, it will contribute to promoting local socio -economic development.

However, up to now, Tam Trinh route is still unfinished due to land clearance problems.

To implement the project, the locality has made a plan to pay compensation and support for site clearance to 1,620 households and 19 organizations whose land is being recovered. However, many households have not yet received compensation and handed over the land areas within the recovered boundaries.

The main reason for this situation is that people do not agree with the compensation price, support price and resettlement housing price.

To resolve the above problem, the Hanoi People's Committee recently issued Decision 6444 approving the adjustment of the Tam Trinh road construction investment project with the total project investment according to the adjusted basic design being 3,354 billion VND (an increase of 1,287 billion VND compared to the investment approved in 2012).

The project will build a synchronous route, approximately 3.5km long, with a total cross-section of 40m according to the red line approved by the Hanoi People's Committee. The cost of compensation, support and resettlement after adjustment is 1,046 billion VND. The project implementation period is adjusted in the period 2016 - 2026.

Regarding capital for implementation, the city budget advances and repays revenue from land use fees in Hoang Mai district to create capital for project implementation.

Currently, the Tam Trinh road project has only completed a section of about 300m, the section passing through apartment building 987 Tam Trinh, Yen So ward.
