Bac Ninh develops digital infrastructure: Platform for comprehensive digital transformation and 5G coverage by 2030

Plan 94/KH-UBND shows that Bac Ninh not only aims for 5G coverage for all people, but also proactively lays the foundation for the 6G infrastructure generation and satellite Internet, anticipating global technology trends. In the context of the whole country promoting the implementation of the National Strategy on Digital Infrastructure Development to 2030, Bac Ninh has emerged as a locality with a long-term vision, considering digital infrastructure as the backbone of digital government, digital economy and digital society.

Digital infrastructure – the driving force behind digital economic development

In the digital transformation era, digital infrastructure is not only a technical foundation but also a decisive factor in local competitiveness. Recognizing this, the People's Committee of Bac Ninh province has just issued Plan No. 94/KH-UBND on digital infrastructure development for the period 2025-2030 , with the goal of: By 2030, the 5G mobile broadband network will cover 100% of the population in the whole province , ensuring that all people, businesses and management agencies have access to high-speed, stable and secure digital services.

According to the orientation, Bac Ninh aims to develop advanced digital infrastructure, super large capacity, super wide bandwidth on par with developed countries; gradually master strategic technologies such as Artificial Intelligence (AI), Internet of Things (IoT), Big Data, Cloud computing, Blockchain, semiconductors and quantum technology . These are the core technology platforms of the knowledge economy that Bac Ninh aims to build in the next decade.

The planning vision does not stop at telecommunications infrastructure, but expands to the development of "comprehensive digital infrastructure" - including networks, data, platforms and security. By 2030, 100% of users in the area will have access to fiber optic Internet with a minimum speed of 1Gb/s , the entire Internet infrastructure will be converted to IPv6 , ready for an "IPv6 only" environment and Internet of Things connection. In parallel, the province will build an international standard green data center , serving both digital government and smart cities, and supporting AI applications in production, education and healthcare.

Combining institutions, technology and human resources – towards sustainable digital infrastructure

To achieve the goal of 5G coverage for all people and complete digital infrastructure, Bac Ninh deploys four main groups of solutions .

Firstly, perfecting the mechanism and policies for developing digital infrastructure . The province will review and update the system of relevant legal documents, and at the same time specify preferential policies for enterprises investing in the fields of telecommunications, data centers, digital energy and platform technology. Bac Ninh attaches importance to the model of "sharing infrastructure" between telecommunications enterprises, as well as inter-sectoral coordination to bury information cable networks , save costs and ensure urban aesthetics.

Second, develop digital infrastructure synchronously with physical infrastructure . Digital infrastructure is considered the "infrastructure of infrastructure", the foundation for smart operation of transportation, energy, logistics and public services. Bac Ninh prioritizes investment in high-speed fiber optic transmission lines, green energy infrastructure for 5G transceiver stations and core networks. At the same time, the province encourages research and deployment of low-orbit (LEO) satellite technology to expand Internet access to remote areas, ensuring "no one is left behind in digital transformation" .

Third, ensure network safety, security and personal data protection . The plan emphasizes strict enforcement of legal regulations on network security, proactively detecting and handling sources of malicious information dissemination, and refusing to cooperate with organizations and businesses that violate the law in telecommunications activities. In addition, Bac Ninh strengthens network defense capacity, builds a system for monitoring, early warning and responding to wide-area network incidents, considering this a vital factor of the national digital infrastructure.

Fourth, developing digital human resources and modern management capacity . The Department of Science and Technology is assigned to preside over and guide departments, branches, district and commune People's Committees and telecommunications enterprises to implement the plan, and coordinate with the Ministry of Science and Technology in state management, remove obstacles, and support enterprises to improve their competitiveness. The province also aims for comprehensive digital transformation in telecommunications management , through the construction of an infrastructure management information system integrated with digital maps , helping to monitor, plan and effectively exploit telecommunications resources.

In particular, Bac Ninh will encourage public-private partnership (PPP) models in investing in broadcasting stations, data centers, and IoT platforms, to mobilize socialized resources and share benefits among the State, businesses, and people./.
