Regarding the incident of two fishing boats in distress at sea while coming ashore to take shelter from storm Bualoi (storm no. 10), by noon on September 28, Quang Tri province authorities had successfully rescued 9/11 crew members.

Mr. Le Ngoc Quang, Secretary of Quang Tri Provincial Party Committee, was present at the scene, directing the search and rescue work for the fishermen in distress. Due to the impact of storms and high waves, the rescue work encountered many difficulties.

Mr. Nguyen Minh Truong (born 1990, crew member of fishing boat BV-0042TS), one of the 9 fishermen in distress, was rescued. Before that, when the boat had an accident, Mr. Truong had to cling to a buoy at sea, being tossed around by heavy rain and strong winds for many hours.

Returning to shore, Mr. Truong's face was pale and he was in a state of panic. The first thing he said to the authorities was to let his family know he was safe.

Mr. Truong said that the same morning, the boat was coming ashore to avoid the storm when it was unfortunately hit by waves. Mr. Truong and two other fishermen tried to hold onto a buoy drifting in the middle of the sea. After that, the waves hit so hard that two people went missing, and he himself was thrown into the buoy position.

“I grabbed the rope on the buoy, at that moment, I felt like I was on the verge of death, I used all my strength to hold on to the end and hope that the authorities would come to my rescue. The waves were so big, they kept hitting me, making me exhausted, if it had lasted any longer, I would have had trouble holding on,” said Mr. Truong.

By 12 noon on September 28, as the storm winds grew stronger, Mr. Truong knew he would have trouble holding on any longer, so he risked his life and swam toward shore and was fortunately rescued by the authorities. Initial examination revealed that Mr. Truong had suffered multiple injuries from the impact and was taken to a medical facility for treatment.

Previously, at 5:45 a.m. on September 28, the Border Guard force of Quang Tri province received a report from two fishing boats of fishermen from Ho Chi Minh City, numbered BV-4670TS and BV-0042TS, in distress about 1.5km off the coast of Cua Viet, Quang Tri province.

Initial information from the authorities shows that one of the two fishing boats was sunk by waves, while the other was damaged and stalled. According to the local Border Guard, there were 11 crew members on board at the time of the accident.

Up to this point, 9/11 crew members have been rescued and returned safely to shore, while 2 are still missing. Authorities are conducting search and rescue operations.

Due to the impact of storm No. 10, by 3 p.m. on September 28, Quang Tri had heavy rain and strong winds. Con Co Island and many coastal areas of the province had strong gusts of wind. Quang Tri provincial authorities urgently evacuated 291 households with over 1,400 people from the danger zone.
