After the widespread heavy rain caused by storm No. 11 (Matmo) caused deep flooding on many streets, the Traffic Infrastructure Maintenance Board ( Hanoi Department of Construction) issued a document to rectify the response work of road management and maintenance units after noting some limitations in the actual implementation process.
Document No. 895/BDT-TTH stated that although contractors have mobilized human resources and coordinated with functional forces to warn and direct traffic, in reality, there are still cases of slow access to the scene, lack of warning signs, and slow and incomplete reporting information.

Some roads do not have flood warning signs or the signs lack information about flood depth, causing danger to road users. The reporting of the units sent to the Maintenance Board does not ensure the prescribed time (before 7:30 am), the supporting images are not clear, easily causing misunderstanding when used in the media. In particular, the provision of information to VOV Traffic Channel is not timely, reducing the effectiveness of community warnings.
Previously, on October 6, the Maintenance Board issued document No. 868 requesting units to prepare storm response plans. However, by the morning of October 7, many streets in Hanoi were deeply flooded due to heavy rain following the storm, seriously affecting people's travel.
To promptly rectify, the Department of Construction requires units to be more proactive in incident prevention and handling, arrange staff on duty 24/24 during storms, prepare spare materials and equipment such as barriers, flood signs, rotating lights, flags, whistles, barriers, etc. to guide traffic at flooded areas of 10 cm or more. Units must absolutely ensure that there is no shortage of staff on duty or warning signs at the scene.
At the same time, the Department also directed specialized departments to strengthen supervision, urging and field inspection at frequently flooded areas, requiring regular updates and reports twice a day (before 7:30 and 15:00). All information on flooding status, diversion instructions, and remedial measures must be provided promptly to the Maintenance Department and official media channels.
The Maintenance Board emphasized that this is a mandatory requirement to overcome the passive situation in responding to natural disasters, ensuring traffic order and safety for the people of the capital in the context of unpredictable weather developments. Units that do not strictly comply will be held accountable according to regulations.
