Preparing to start construction of another 1,400km of highway
On the afternoon of September 17, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 14th meeting of the Steering Committee.
The meeting was held in person and online between the Government Headquarters and the provinces and centrally-run cities with important national and key projects of the transport sector in the area.

Up to now, the total number of projects in the Steering Committee's list is 40 projects/92 component projects in 3 fields: road, railway and aviation; passing through the territory of 48 provinces and cities.
After 13 meetings, the country has so far completed 2 projects/12 component projects (North-South Expressway in the East phase 2021-2025 and Tuyen Quang - Phu Tho) with a total length of 674km passing through 15 provinces and cities, bringing the total number of expressways to 2,021km.
The whole country is building and constructing about 1,700km of highways and preparing to start construction on another 1,400km.
The Steering Committee has handled and resolved many difficulties, including long-standing problems, such as capital for urban railway projects, Ben Luc - Long Thanh expressway, continued construction of the Nhon - Hanoi railway station urban railway project; handling construction material sources, site clearance; and ensuring the progress of many projects meets requirements.
Implementing the conclusions of the Steering Committee at the 13th meeting, up to now, ministries, branches and localities have completed 11 tasks on time, are actively implementing 28 tasks of regular direction and management work and 1 task that has not yet reached the deadline.
No matter how difficult it is, we must still complete the goal.
In his concluding remarks, the Prime Minister stated that in the current context, it is necessary to make a breakthrough and accelerate to realize the goals set out in the Resolution of the 13th National Party Congress, including the goal of building 3,000km of expressway by 2025 and 5,000km of expressway by 2025; at the same time, prioritizing promoting growth and overcoming the consequences and very heavy damage caused by storms, floods and natural disasters.
According to the Prime Minister, storm No. 3 caused huge losses in human lives and property, but through the difficulties, we can see the strength of the people, the solidarity, the spirit of self-reliance, self-improvement, and mutual love of the nation.

Currently, the weather is changing abnormally and unfavorably. The Ministry of Transport and localities need to continue to promote the spirit of "overcoming the sun and rain, not losing to the wind and storm", proactively responding to adverse weather conditions to deploy work to meet the required progress.
In the coming time, we must continue to achieve the goal of completing 3,000km of expressway by 2025 and 5,000km of expressway by 2030; completing railway projects, Long Thanh, Tan Son Nhat, Noi Bai airports... ensuring progress, quality, technique, aesthetics, safety, environmental sanitation, and preventing corruption and negativity.
The Prime Minister affirmed that by promoting the spirit of self-reliance, the results, experiences and lessons learned through previous terms, through leadership, direction and implementation of many projects such as the 500 kV line 3 Pho Noi (Hung Yen) - Quang Trach (Quang Binh), Long Thanh airport project... we will definitely successfully implement key projects of the transport sector.
"Storm No. 3 has caused huge losses in terms of human lives and property, but no matter how difficult it is, we must still complete the set goals," the Prime Minister emphasized.
Early submission of investment policy for Ho Chi Minh City Ring Road 4 project
At the meeting, the Prime Minister also assigned a series of specific tasks to localities, ministries and branches.
Notably, in investment preparation, the Prime Minister requested Ho Chi Minh City to coordinate with ministries and branches to remove difficulties and obstacles, resolve investment procedures to soon submit to competent authorities for approval of the investment policy of Ho Chi Minh City Ring Road 4 project.
Hanoi City presides over synthesizing reports to competent authorities to balance total investment among component projects of Beltway 4 in the Hanoi Capital Region...
Regarding site clearance, the Prime Minister requested the provinces of Dong Nai, Khanh Hoa, Tuyen Quang, Da Nang, Hung Yen, Binh Duong, Kien Giang, and Lang Son to mobilize the entire political system, identify site clearance as a key task, speed up the progress of site clearance, and meet the progress of project implementation.

Lang Son province proactively works with the Ministry of Natural Resources and Environment to receive guidance on procedures for adding traffic land use indicators for the Dong Dang - Tra Linh project, so as not to affect the progress of site clearance work.
Regarding construction materials, localities assigned to be the project management agencies are proactive in searching for and sourcing materials to serve the construction of projects to meet the required progress. Closely coordinate with localities with material mines to complete the procedures for granting mines to ensure the source of filling materials, not to affect the progress of projects, especially Dong Nai province and Ho Chi Minh City.
Regarding construction implementation, localities are assigned the task of being the competent authorities to direct investors and contractors to coordinate in removing difficulties and obstacles, and develop reasonable construction plans that are suitable for site clearance conditions, material sources, and weather conditions.
Flexibly organize construction to suit weather conditions in areas entering the rainy season and at the same time develop response scenarios for unusual weather situations such as storms and floods to ensure absolute safety for workers and machinery, minimizing damage caused by storms and floods.
The Prime Minister requested to organize construction in 3 shifts and 4 teams to complete projects in the 3,000km list with a plan to be completed in 2025, especially the Ho Chi Minh City Ring Road 3 project (section through Dong Nai and Binh Duong), Bien Hoa - Vung Tau (Dong Nai), Tuyen Quang - Ha Giang (Tuyen Quang) which are behind schedule, requiring the initiative, determination and outstanding efforts of the governing agencies, investors and contractors to ensure the set progress.
