Prime Minister: Hai Phong is already united, it needs to be even more united

Prime Minister Pham Minh Chinh assessed that during the past term, Hai Phong City has affirmed its strength of solidarity and aspiration to rise up, making important contributions to the country's achievements.

Looking back at the past term, the Prime Minister emphasized that the general context had many unprecedented fluctuations such as the Covid-19 pandemic, supply chain disruptions, geopolitical conflicts, shrinking markets, natural disasters and floods... but with will, determination and aspiration to rise, Hai Phong City has persistently implemented the Resolution of the 13th National Party Congress and the Resolution of the Local Party Congress, achieving comprehensive results, creating outstanding marks in most fields.

Building a strong Party and political system

According to the Prime Minister's assessment, the Party building work in terms of politics, ideology and ethics has been implemented synchronously in Hai Phong, combined with drastic and effective organizational arrangement. The 2-level local government model has been put into smooth operation; discipline and administrative order have been tightened.

Inspection, supervision, and prevention of corruption, negativity, and waste have been strengthened; the effectiveness and efficiency of state governance have been significantly improved. Administrative reform and digital transformation in the political system have maintained their leading positions; the role of the Fatherland Front and socio-political organizations has been strongly promoted, creating social consensus.

In particular, the Prime Minister acknowledged the spirit of solidarity and the aspiration for development fostered in the entire Party, people and army of the city. Hai Phong's economy maintained an average growth rate of 11.39% per year, making it the only locality in the country to achieve double-digit growth for 10 consecutive years.

At the same time, growth quality is improved; economic structure shifts towards industrialization, modernization, digitalization, and greening: by 2025, industry and construction will account for over 55%, services over 34%. Budget revenue is a bright spot, the city has exceeded the 100,000 billion VND mark for 4 consecutive years; total revenue for 5 years (including Hai Duong) is estimated at about 670,000 billion VND, making an important contribution to national financial security.

Infrastructure is accelerating, investment environment is among the leading group

The Prime Minister also emphasized that in recent times, Hai Phong's strategic infrastructure has been invested in synchronously and modernly, such as the seaport system, highways, logistics, urban and rural areas have developed strongly, the city's appearance has changed, and the quality of life of the people has improved significantly.

In particular, the investment and business environment continues to improve, with many years in the leading local group; industrial parks and economic zones upgraded to smart green standards, attracting high-quality FDI capital flows, consolidating the "growth pole" position of the North.

Appreciating the spirit of openness, the Prime Minister welcomed the city's frank pointing out of limitations, inadequacies and causes. From practice, the Prime Minister emphasized three lessons, which are: solidarity within the Party, among the people and social consensus play a decisive role; taking people as the center, goal and driving force, not trading off fairness and social security to pursue growth, "leaving no one behind"; closely combining internal and external forces, considering internal forces as fundamental, strategic, long-term, external forces as important, breakthrough, creating combined strength.

In addition, the Prime Minister raised two concerns for Hai Phong to study in depth, which are what to do to quickly shift from "passive administration" to "creative, serving government" at the grassroots level; and what policy mechanisms can turn different potentials and outstanding opportunities into sustainable resources, improving the material and spiritual lives of the people.

Hai Phong needs to be fast, green, and sustainable.

In the context of more challenges than advantages, the Prime Minister requested Hai Phong to grasp developments, respond flexibly and proactively in all circumstances; continue to strongly innovate thinking, "look far and wide, think deeply and do big", and act more decisively to maintain its leading role as a major economic center of the region and the whole country.

Regarding leadership methods, the city needs to thoroughly grasp the Party's five principles of operation (especially democratic centralism) and flexibly apply five leadership methods: the policy of "correct - accurate - in line with the people's wishes"; attach importance to propaganda and listening; take care of "key of key" cadre work; regularly, flexibly and humanely inspect and supervise; set an example for cadres, especially leaders.

Regarding socio-economic development, the three priorities are: clarifying and realizing the socialist model associated with socialist people in Hai Phong; developing rapidly, greenly, and sustainably on the basis of science and technology, innovation, and digital transformation; taking care of people's lives so that each year is higher than the previous year, ensuring "security, safety, and public safety", promoting cultural strength, and developing the cultural and entertainment industry.

In national defense and foreign security, Hai Phong continues to take "three proactive actions": consolidating the national defense posture, people's security linked to the people's hearts; flexible and effective strategic defense; deep and substantive international integration, "remaining steadfast, responding to all changes", defending the country early and from afar.

Promoting the tradition of "Heroic Port City", the Prime Minister expects that Hai Phong, which has been united, needs to be even more united, unanimously create new breakthroughs, develop "faster, stronger, more sustainable", towards the 12-word goal: "Solidarity - Prosperity - Modernity - Prosperity - Civilization - Happiness", contributing with the whole country to successfully implement strategic goals, bringing Vietnam to become strong and prosperous.
