Mr. Dang Xuan Phong, Secretary of Phu Tho Provincial Party Committee, was mobilized and assigned by the Politburo to participate in the Executive Committee, Standing Committee and appointed to hold the position of Secretary of Ninh Binh Provincial Party Committee for the 2025-2030 term.

At the Congress, delegates heard the announcement of the Politburo 's decision on personnel work, appointing the Executive Committee, Secretary and Deputy Secretaries of the Ninh Binh Provincial Party Committee for the 2025-2030 term.

Accordingly, the Politburo appointed the Ninh Binh Provincial Party Executive Committee for the 2025-2030 term, consisting of 100 members and the Standing Committee of 25 members.

The personnel appointed as Deputy Secretaries of the Ninh Binh Provincial Party Committee for the 2025-2030 term include: Ms. Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Mr. Pham Quang Ngoc, Deputy Secretary, Chairman of the Provincial People's Committee; Mr. Le Quoc Chinh, Deputy Secretary, Chairman of the Provincial People's Council and Mr. Mai Van Tuat, Deputy Secretary, Chairman of the Provincial Vietnam Fatherland Front Committee.

Previously, the first Congress of the Phu Tho Provincial Party Committee, term 2025-2030, announced the Politburo's decision to transfer and assign Mr. Truong Quoc Huy - Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province to hold the position of Secretary of the Phu Tho Provincial Party Committee.

Mr. Dang Xuan Phong (born in 1972, from the former Vinh Phuc province, now Phu Tho), has a doctorate in economics and a bachelor's degree in political theory. He is currently a member of the 13th Party Central Committee.

Mr. Phong worked for many years in the old Lao Cai province and held the positions of Director of the Department of Planning and Investment of Lao Cai province, Secretary of the Bac Ha district Party Committee, Vice Chairman and then Chairman of the Lao Cai Provincial People's Committee, and Secretary of the Lao Cai Provincial Party Committee.

From January 2025, he was assigned by the Politburo to hold the position of Secretary of Vinh Phuc Provincial Party Committee.

At the end of June 2025, he was appointed by the Politburo to hold the position of Secretary of the new Phu Tho Provincial Party Committee (merging the three provinces of Phu Tho, Vinh Phuc and Hoa Binh).
