Subsidence and cracks appear on the dikes of Nhue and Duy Tien rivers.

After consecutive rains and storms in recent times, the dikes of Nhue and Duy Tien rivers running through Chuyen My commune (Hanoi) have appeared to be seriously sunk and cracked, causing concern for local authorities and people.

This is a dike that plays an important role in protecting agricultural production and the lives of thousands of households, and is also a vital traffic route serving trade and transporting goods between craft villages in the commune, inter-commune and connecting traffic from the southern provinces, Chuyen My commune to Hanoi city center and vice versa. This alarming situation needs to be urgently addressed by authorities at all levels and functional sectors to ensure the safety of people's lives and property.

According to VNA reporters on the morning of September 17, a series of weak points on the Nhue River and Duy Tien River dikes have appeared in a state of serious cracks and landslides. Many sections stretching nearly a hundred meters have cracked concrete roads, "open mouths", with the potential risk of collapse at any time. Worryingly, this is a dike combined with inter-commune traffic, with a high density of vehicles, so if an incident occurs, it will cause unpredictable consequences for people's lives and property.

At the Dong culvert landslide in Ha village, Chuyen My commune (old), Mr. Nguyen Manh Hung, head of Ha village, Chuyen My commune, said: This landslide has happened in previous years, but this year the risk is very high. Due to the impact of storm No. 5, this landslide has eaten into the concrete road about 1m, sunk about 1m into the road surface, posing many potential dangers and traffic insecurity.

“Currently, the road on the dike is about 6 meters wide but narrow, with a high density of vehicles. We propose that the government widen the dike to about 7 meters and have a bus route to better serve the travel needs of the people. In the long term, it is necessary to build stone embankments on both sides of the dike to ensure that the concrete road surface does not crack or collapse,” Mr. Nguyen Manh Hung suggested.

While repairing the landslide at the Nhue River dike in Gia Phu village, Chuyen My commune, Mr. Vu Van Sanh, a technical officer of Minh Cuong Construction Company Limited, said that this landslide was caused by the river's flow being bent, and when it rained and stormed, the water flowed strongly into the foot of the dike, sweeping away the soil at the base and bottom of the embankment. This is a very complicated landslide that affects traffic and people's lives. To ensure traffic, the investor has handled excavation, pile driving, subsidence treatment, and stone embankment. In the long term, the construction unit proposed to harden and stone embankment the dike to ensure people's safety.

According to the latest report of the People's Committee of Chuyen My commune, due to the weak dike of Nhue river, the entire route has more than 10 large and small weak points, greatly affecting the traffic of people inside and outside the commune. To overcome the weak points of landslides, the Department of Agriculture and Environment of the city and the Song Nhue Irrigation Development Investment One Member Limited Liability Company have sent technical staff to coordinate with Chuyen My commune to inspect and develop a treatment and repair plan from August 12, 2025. However, as of September 15, 2025, there are still some points that have not been repaired, including landslides and cracks that need urgent repair such as: The location of the landslide point is on the left bank of Nhue river in Gia Phu village, Chuyen My commune, from K51+098 - K51+123, 25m long. Currently, Song Nhue Irrigation Development Investment One Member Limited Liability Company is taking steps to fix the problem, but progress is still very slow.

The subsidence and landslide point at the right bank of Duy Tien River in Bai Le village, Le Thuong village, Chuyen My commune, Song Nhue Irrigation Development Investment One Member Limited Liability Company has handed over the site to the contractor. Currently, the contractor is carrying out construction and renovation but the progress is very slow.

On August 25, 2025, through inspection, the working group discovered a landslide on the right bank of the Nhue River in Ha village. The landslide is 20 m long, on the outer slope of the right bank of the Nhue River dike, starting from K53 + 980 - K54, 20 m long, 1.5 m high, 30 cm deep into the concrete road, causing the concrete road to have a gap. The People's Committee of Chuyen My commune has handled the situation on the spot to ensure safety, and currently, vehicles have been allowed to circulate.

In addition, some other weak, cracked and landslide-prone dikes need to be repaired immediately, such as: The right bank of the Nhue River in Trai village has a crack in the road surface concrete from K55+70 - K55+110, 40m long; the right bank of the Nhue River between Trai village communal house and Thuy Phu village cemetery in Thuy Phu village has a crack in the road surface concrete from K55+860 - K55+930, 70m long. The right bank of the Duy Tien River, from the Duy Tien River junction to the road leading to the Chau Can Commune Headquarters (old) in Co Chau village, has a crack in the road surface concrete from K0+10 - K0+680, 680m long.

Regarding the weak and landslide dike sections, the People's Committee of Chuyen My commune promptly reported to the City People's Committee and the City Defense Command. Through inspection, the working group discovered an additional landslide on the left bank of the Nhue River, in the Le Nhue village area. The landslide was about 40 m long, located on the inner slope, 15 cm deep into the concrete road, causing the concrete road to have a gap.

Regarding the progress of overcoming the landslide situation in the area, Vice Chairman of Chuyen My Commune People's Committee Vu Van Huu said: Chuyen My Commune has 21 km of dike lines on the left and right sides. In the past time, the Commune People's Committee has focused on managing the dike and handling violations, so there has not been any violation of the dike on the Nhue River dike lines under the management of the commune. In the past time, due to the impact of storms No. 3 and No. 5, the river water rose, causing 4 dangerous landslides and subsidence points in the commune, greatly affecting the protection of the Nhue River dike line. The commune government has classified and assigned the grassroots functional units to restrict vehicles passing through vulnerable points.

Faced with this situation, the Hanoi Department of Agriculture and Environment had a meeting with the People's Committee of Chuyen My commune to reassess the entire situation of 4 dangerous dike collapse points in the area. With these key routes, the traffic density is very high, leading to cracks in the middle and across the dike surface, leading to the risk of releasing the entire dike section into the river. Chuyen My commune has sent a document to the Department of Agriculture and Environment and the City's Dike Protection Department for guidance, implementation of upgrading, renovation, and incident handling as soon as dike incidents arise in the commune.

Regarding the current landslide point in Trai village, Chuyen My commune, if not promptly repaired, there is a risk of the dike breaking. The Hanoi Department of Agriculture and Environment has assigned the Dike Protection Sub-Department and Song Nhue Company to immediately handle the landslide points; the People's Committee of Chuyen My commune re-evaluates the current status of the dikes in the commune and reports to the city for directions on renovation and upgrading, and at the same time, expanding the dike surface to combine traffic in the commune.

Overcoming the situation of landslides and cracks at weak points on the dike is extremely urgent, in order to protect the safety of people's lives and property as well as the socio-economic development of the locality. To overcome the situation of landslides and cracks at some weak points on the dike banks of Nhue River and Duy Tien River, the People's Committee of Chuyen My Commune requested the People's Committee of Hanoi City and the City Civil Defense Command to pay attention to directing and having plans to overcome, renovate and repair in a timely manner to avoid the risk of dike failure. Regarding the plan to renovate and upgrade the two river banks, it is necessary to build stone embankments and plan to widen the road surface to 8m - 10m, and lay asphalt on two lanes to upgrade the commune's vital traffic route, connecting with villages and communes, neighboring provinces, especially connecting with Cienco 5 road.

The rainy and stormy season is still going on. If no timely measures are taken, the risk of dike breaches and widespread flooding in this area is entirely possible.
