Handling the case of people dismantling the fence separating Dien Chau - Bai Vot highway, turning it into a cattle grazing area

Regarding the content of the Vietnam Plus Electronic Newspaper of VNA reporting the alarming situation of people arbitrarily dismantling the fence on the Dien Chau - Bai Vot expressway corridor, turning the expressway protection corridor into a cattle grazing area, posing many potential dangers to vehicles on the road; on October 8, 2025, the Department of Construction of Nghe An province issued Document No. 7394/SXD-KTHC on checking and handling the information mentioned in the newspaper, sent together with Official Dispatch No. 1292/KQLDBII-QL, TCGT, dated October 7, 2025 of the Road Management Area II to the Vietnam Plus Electronic Newspaper and the Department of Culture, Sports and Tourism of Nghe An province.

Accordingly, the content of document No. 1292/KQLDBII-QL, TCGT signed by Mr. Nguyen Duc Dung, Deputy Director of Road Management Area II on October 7, 2025 clearly stated: When the North-South expressway projects through Nghe An province are put into operation (Nghi Son - Dien Chau section in October 2023; Dien Chau - Bai Vot section in May 2024), on the route, there was a situation where some people arbitrarily dismantled the expressway protection fence to bring in livestock and poultry to graze, plant trees and crops; some households also built barns within the expressway safety corridor...

After receiving the feedback, Road Management Area II directed the Road Management Office II.2 and the unit managing, operating, exploiting and maintaining the expressway to regularly coordinate with the People's Committee and the Commune Police to directly visit each house living along both sides of the expressway to propagate and mobilize people to strictly comply with the provisions of the law on protecting road infrastructure, ensuring order and safety for people as well as vehicles when participating in traffic on the expressway; at the same time, request the People's Committee and Commune Police to take measures to strictly handle violations according to the provisions of current law.

Recently, on the Dien Chau - Bai Vot expressway as well as the Nghi Son - Dien Chau expressway, there have been a number of violations. The Road Management Office II.2 and the expressway management, operation, exploitation and maintenance unit have coordinated with the People's Committees and the police of the communes to draw up a record requesting the violators to restore the original state and commit not to violate. With the participation of the local authorities at the commune level, many violations and re-offending cases have been prevented on the expressway through Nghe An province in the past time. However, in some areas, there has not been a strong participation from the local authorities at the commune level, so in some sections, violations still occur, such as arbitrarily dismantling the expressway protection fence to bring in livestock and poultry to graze, plant trees and crops within the expressway safety corridor, causing potential risks of traffic accidents.

Previously, in early July 2025, VNA reported that the expressway corridor from the underpass to the foot of the Quynh Trang overpass (Hoang Mai ward, Nghe An province) was turned into a livestock grazing area by people; many B40 steel mesh panels and iron frames had their bolts and screws removed by people to create doors for herding livestock in and out of the highway's protection corridor for grazing; every day, dozens of livestock (buffaloes, cows, goats) are grazed in the highway's protection corridor. Particularly dangerous are people grazing and herding livestock in the highway's protection corridor, including children....

In response to the report of VNA, on July 18, 2025, the Department of Culture, Sports and Tourism of Nghe An province issued Official Dispatch No. 2481/SVHTTDL-TTTCXB on the inspection, verification and clarification of the matter to the Department of Construction of the province. On October 2, 2025, the Department of Construction of Nghe An province issued Official Dispatch No. 7251/SXD-KCHT on the inspection and handling of the above information, sending a request to inspect, verify and clarify the reported content to the Road Management Area II according to its functions, tasks and authority.

According to the Road Management Area II, not only did people arbitrarily remove barriers and graze cattle in the protection corridors of the Dien Chau-Bai Vot and Dien Chau-Nghi Son expressways, but some people also set up tents and tarpaulins to sell drinks and fruits in the service road areas at sections with emergency stop strips. After consuming food and drinks, drivers littered on the highway's shoulder, causing potential traffic safety risks.

To protect the road infrastructure through Nghe An province in particular, Road Management Area II has issued many documents guiding and directing the affiliated Road Management Offices as well as the units that regularly manage and maintain roads to regularly inspect routes to promptly detect violations, apply preventive measures and report to the People's Committees at the commune level (as prescribed in Point c, Clause 3, Article 21 of Road Law No. 35/2024/QH15) to request handling of violations according to authority (as prescribed in Point b, Clause 3, Article 21 of Road Law and Clause 15, Article 7 of Circular No. 10/2025/TT-BXD dated June 14, 2025 of the Ministry of Construction guiding the functions, tasks and powers of specialized agencies under the People's Committees of provinces and centrally run cities and the People's Committees of communes, wards and special zones of provinces and centrally run cities in the field of road management). construction). At the same time, direct the Road Management Offices and management, operation and exploitation units to coordinate and arrange human resources, means and equipment to support the Commune People's Committees in organizing enforcement and clearing violations according to the Decisions of the Commune People's Committees.
