On the afternoon of September 29, the People's Committee of Thanh Tri district issued a document verifying information related to the case of Tu Hiep Secondary School being accused of overcharging by more than half a billion VND.

Accordingly, immediately upon receiving information from parents and the press, the District People's Committee established an interdisciplinary inspection team to verify information at Tu Hiep Secondary School.

Through working with the Board of Directors and the Parents' Association of Tu Hiep Secondary School, the inspection team found that the school's planned expenditure of more than half a billion VND from the Parents' Association fund was real. This planned expenditure violated the regulations in Circular 55 of the Ministry of Education and Training and Decision 51 of the Hanoi People's Committee on revenues and expenditures at the beginning of the school year and did not receive the consensus of 100% of the parents.

Currently, the school and the parents' representative committee have stopped the implementation and returned to parents all the funds raised for 14/35 classes, with a total amount of more than 162 million VND.

From the above violations, Thanh Tri District People's Committee directed to criticize the principal of Tu Hiep Secondary School; to discipline and remind the school's parent representative board in organizing the mobilization of the parent association fund.

The district requires the school and the parent representative committee to re-plan the spending contents according to regulations and create consensus with parents before implementation.

Since September 26, social networks have been spreading images of the list of revenues and expenditures for the operating expenses of the Parents' Representative Committee of Tu Hiep Secondary School (Thanh Tri, Hanoi) with dozens of "strange" revenues.

For example, showing gratitude to teachers on November 20 (45 - 50 million VND), paying for students to take extra classes at Chu Van An (10 - 15 million VND); meeting expenses for class leaders, heads of parent representatives of the whole school to summarize the first semester, summarize the school year (12 - 15 million VND); supporting the organization of Mid-Autumn Festival for all students in the whole school (32 - 39 million VND), showing gratitude to teachers on the occasion of Lunar New Year (45 - 50 million VND).

Total estimated revenue and expenditure for the school year ranges from 437 to 518 million VND.

Circular 55 of the Charter of the Parents' Association issued by the Ministry of Education and Training specifically stipulates 7 amounts of money that the Parents' Association is not allowed to collect. These are: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for administrators, teachers and staff; supporting management work, organizing teaching and educational activities; repairing, upgrading and constructing new school facilities.
