In response to the developments of storm No. 11, the Hanoi Department of Education and Training has requested schools to proactively prepare plans to ensure student safety, including allowing students to temporarily stop classes or switch to online learning if necessary.

Xuan Dinh High School (Bac Tu Liem) has announced that it will temporarily suspend in-person classes on October 6 and 7, switching to online classes according to the current schedule to ensure the safety of students, teachers and school staff. The school representative also said that they will announce the schedule for resuming in-person classes when the weather is stable.

Many other high schools also quickly sent notices to parents, asking them to coordinate in preparing equipment and stable transmission lines so that the online learning process can take place seriously and effectively. However, the decision to let students stay home from school or study online varies between regions and levels.

A parent in Cau Giay District said that her child’s secondary school switched to online learning on October 6 and 7. Similarly, Chu Van An High School also allowed students to not go to school and switched to online learning. Some secondary schools are still waiting for the final decision, while many primary schools and kindergartens continue to maintain their normal school schedules, even planning to organize Mid-Autumn Festival activities for students.

On social networking forums for parents in Hanoi, there are many conflicting opinions about the time for students to stop going to school. Ms. Thu Hoa, anxiously said that her child's big school, 500m from her house, has started online learning, but her child's small school, 15km away, has not yet received any notice. The day before, the family had to leave home from 5am and did not return until 7pm, the hardest part was getting to school and then receiving the notice to switch to online learning.

Ms. Nguyen Lan Phuong is concerned that closing schools from October 6 may be a bit early because according to the forecast, heavy rain will mainly fall on the night of October 6 and the morning of October 7, so if there is a break, it would be more reasonable to focus on October 7.

In addition, some parents have also proactively come up with their own plans to ensure their children's safety. Ms. Minh Chau (Thanh Xuan Ward) shared that although the school has not yet announced it, if it rains heavily, she will proactively ask for her child to stay home because it was too dangerous for her to go to school a few days ago.

"Parents should also adapt to the situation, as long as they ensure their children's safety, the school or education sector is only part of the response plan ," said Ms. Chau.

There are also opinions that the decision of the education sector to suspend schooling should be viewed calmly, in accordance with each locality. A parent shared that allowing schools to flexibly choose the form of study is reasonable, because each locality has different weather, traffic and physical conditions, parents should share responsibility with the school in ensuring the safety of students.

On the evening of October 3, the Hanoi Department of Education and Training sent an urgent document to localities, units and affiliated schools, requesting them to closely monitor the storm's developments, strictly implement the direction of the Central Government and the city, and deploy disaster prevention plans according to the "4 on-site" motto.

Schools must review their facilities, inspect their tree systems, move assets and equipment to safe places, and pay special attention to ensuring living conditions for boarding students during storms. Extracurricular activities and events that gather large crowds in areas at risk of flooding and landslides are temporarily prohibited.

Heads of educational institutions are required to closely monitor the weather situation to flexibly adjust teaching plans, promptly report to local authorities and the Department for coordination. After the storm, schools need to proactively clean, disinfect, and overcome flooding to ensure a safe learning environment for students.

Faced with unpredictable natural disasters, the proactiveness and flexibility of schools along with the support of parents will play an important role in ensuring student safety.
