The Vietnam Road Administration has just issued a press release on converting toll collection accounts into traffic accounts connected to non-cash payment means according to the provisions of Decree No. 119/2024 dated September 30, 2024 of the Government .
Vietnam Road Administration said that after Decree No. 119/2024 on electronic payment for road traffic was issued, the Ministry of Construction and Vietnam Road Administration issued documents to ministries, branches, localities, road use fee service providers, BOT project investors/enterprises and relevant agencies and units for implementation.
The focus is on propaganda and guidance for vehicle owners on the route and how to convert toll collection accounts to traffic accounts connected to cashless payment methods.

According to the reports of road payment service providers, by September 30, 2025, toll accounts have basically been converted into traffic accounts, but only more than 3 million out of a total of 5.8 million traffic accounts are connected to non-cash payment methods.
There are about 2.8 million transport accounts that have not been connected to non-cash payment methods, including nearly 170,000 accounts of transport businesses.
Through recording feedback from individuals and transport businesses, the Vietnam Road Administration found that connecting non-cash payment methods with transport accounts still has some shortcomings.
Non-cash payment methods (e-wallets, credit cards, payment orders) of businesses when connecting to traffic accounts face more difficulties than non-cash payment methods of individuals.
The reason is that e-wallets for businesses have not been widely provided, making it difficult to connect to traffic accounts; business credit cards connected to traffic accounts incur high fees (1-2%), causing costs for businesses; the payment authorization method (payment accounts authorized by vehicle owners to pay when transactions occur) connected to traffic accounts has not met the processing speed of the non-stop electronic toll collection system.
Some individuals, especially foreigners, have difficulty identifying themselves to connect their transport accounts with non-cash payment methods.
To resolve the above difficulties and obstacles, especially to avoid congestion at toll stations and disruption of road transport activities, affecting the transportation and supply of essential goods to serve the people, the Vietnam Road Administration requires road payment service providers to continue using toll collection accounts of foreign individuals and businesses instead of non-cash payment methods to connect with traffic accounts until before December 31, 2025, during the time of completing solutions for non-cash payment methods of businesses to connect with traffic accounts.
Road toll payment service providers proactively coordinate with VEC and BOT project investors/enterprises to develop scenarios and solutions for possible incidents; increase direct personnel at toll stations to guide and support vehicle owners in connecting traffic accounts with non-cash payment methods according to regulations.
The Vietnam Road Administration will continue to advise the Ministry of Construction to work with the State Bank to direct commercial banks and payment intermediary organizations to remove obstacles in service fees and connection solutions to meet the processing speed of the non-stop electronic toll collection system.
Decree 119/2024 stipulates: vehicle owners are obliged to coordinate with road use fee payment service providers to convert toll collection accounts to traffic accounts before October 1, 2025 (during the period from October 1, 2024 to September 30, 2025, vehicle owners can make road use fee payments from toll collection accounts or non-cash payment methods).
