
According to Decree 119, after October 1, 2025, car owners who identify and link valid payment methods will be allowed to top up to use the non-stop toll lane (ETC). This is not only a mandatory legal requirement, but also an important step in the process of digitalizing national traffic.
The identified traffic account is considered a "master key", not only serving the purpose of passing through toll booths, but also connecting to essential services such as paying for parking, inner-city tickets, gasoline and urban utilities. A valid account will help users enjoy a seamless, transparent and non-stop journey in every travel experience.
According to statistics from VETC Automatic Toll Collection Company Limited (non-stop toll collection service provider - ETC), as of early September 2025, nearly 1.8 million VETC users nationwide had completed converting their traffic accounts.
In August alone, VETC recorded record growth, with the number of bank links increasing 5 times compared to July.
It is expected that from now until the deadline of October 1, the number of vehicles completing the conversion will continue to increase sharply, as people gradually become aware of their guaranteed rights and responsibilities to comply with mandatory regulations after this time.
“The delay in conversion will lead to many consequences such as: vehicles being refused to pass through ETC stations, causing delays and congestion; not being able to look up transactions when needing to make a complaint; or being interrupted when using future extended services. On the contrary, users who have converted on time will be guaranteed full rights to pass through the station quickly without stopping, and safe transactions with transparent data,” VETC said clearly.
Responding to the question of why it is not possible to withdraw money directly from a bank account when passing through a toll station, a VETC representative said that in fact, the ETC system requires processing transactions in a super short time of less than 200 milliseconds and currently only the VETC e-Wallet, with its specialized design, can meet this speed in a stable, secure manner and without causing transaction errors.
According to the provisions of Decree 119/2024/ND-CP, the converted traffic account will only be used to store personal and vehicle identification information, and will not have the function of storing money. All payment functions will be performed through a specific non-cash payment link in the VETC system, namely the VETC e-Wallet, which plays the role of holding money and making payments when the vehicle passes through the toll station.
Regarding the remaining balance in the toll account, VETC affirms that users can completely withdraw to VETC Wallet or continue to use it for subsequent transactions. All transactions are recorded transparently and can be looked up at any time through the application.
Regarding security, VETC Wallet is a payment intermediary licensed by the State Bank, with a money management mechanism in accordance with regulations. VETC's operating system strictly complies with the Law on Cyber Security, Decree 13/2023 and the Law on Personal Data Protection 2025, ensuring the highest security standards for users.
