5 highlights stipulated in the Law on Teachers

First, affirming position, protecting honor and reputation of teaching profession

The important position of teachers in society, including both public and non-public teachers, is determined to ensure that all teachers are respected, protected and honored. Teachers are “special officials” and “special workers” who are guaranteed rights in professional activities commensurate with their position; including the right to respect and protection of reputation, honor and dignity;

At the same time, we must fulfill obligations worthy of the noble title - "teacher" - including the obligation to preserve the qualities, prestige, honor, dignity, ethics of teachers, to be exemplary, to set an example in professional activities and conduct in social relations.

The Law on Teachers stipulates what organizations and individuals are not allowed to do to teachers, and stipulates how to handle violations of the reputation, honor, and dignity of teachers, and especially strictly handles such acts if they occur within educational institutions or while teachers are performing professional activities to protect the honor and reputation of the teaching profession.

Second, teachers' salaries are ranked highest in the administrative career salary scale system.

The Law on Teachers stipulates that “teachers’ salaries are ranked highest in the administrative career salary scale system” and assigns the Government to specify detailed salary policies for teachers. This is an important basis for the Government to have regulations related to teachers’ salaries to ensure the policy of “ranking highest”.

In addition, according to the provisions of the Law, teachers are also entitled to additional special allowances, responsibilities, incentives, subsidies for disadvantaged areas, subsidies for inclusive education, seniority, mobility, etc., contributing to increasing their overall income.

Third, some policies to better treat, support and attract teachers

The Law on Teachers stipulates that all teachers, both public and non-public, are entitled to benefits according to the nature of their work and the region; training and development support; periodic health care support and occupational health care; and are provided with public housing or collective housing or house rental support when working in particularly difficult areas.

At the same time, there is a policy to attract and promote highly qualified, talented, specially gifted, and highly skilled people to work in particularly difficult areas; teachers in a number of important and essential fields...

Along with salary regimes, policies on incentives, support and attracting teachers are comprehensive solutions to attract talented people to the education sector, attract talented people in key professions to become teachers, attract teachers to work in disadvantaged areas, ensure uniform quality between regions and retain long-term teachers working in the sector.

In addition, the Law on Teachers stipulates that preschool teachers, if they wish, can retire at an age no more than 5 years lower than the provisions of the Labor Code and will not have their pension percentage reduced due to early retirement if they have paid social insurance for 15 years. Professors, associate professors, doctors or teachers working in specialized fields can retire at a higher age.

Fourth, standardize and develop staff - improve education quality

The Law merges two systems of standards (professional titles and professional standards) into a common system of professional standards for teachers, applied uniformly to both public and non-public teachers.

Professional standards for teachers are used in recruitment, placement, evaluation, training and development of teachers; and in developing and implementing policies for developing the teaching staff.

This regulation is to ensure the standardization of teaching staff in public and non-public educational institutions, ensure a common level of staff quality, and create equal opportunities for promotion and career development of teachers in all types of educational institutions.

Fifth, increase autonomy for educational institutions and delegate initiative to the education sector.

According to the provisions of the Law on Teachers, heads of public vocational education institutions and public universities, regardless of the level of autonomy granted, have the right to take the initiative in recruiting teachers.

In addition, the National Assembly assigned the Minister of Education and Training to regulate the authority to recruit teachers in preschool, general education, and continuing education institutions. At the same time, the Government was assigned to specify the authority to mobilize teachers to ensure the role of the education sector in proactively regulating teachers among educational institutions.

Delegating authority to the education sector in recruiting and using teachers is an important solution to remove "bottlenecks" in policies for teachers, especially solving the problem of surplus and shortage of staff; proactively coordinating and planning short-term, medium-term and long-term staff development plans in the future.

On June 16, 2025, at the 9th session, the 15th National Assembly passed the Law on Teachers with 9 chapters and 42 articles. This is an important milestone, of great significance not only for the entire teaching staff and the education sector, but also for the entire Vietnamese nation. For the first time in history, the National Assembly of the Socialist Republic of Vietnam issued a separate law fully regulating the position, role, rights, obligations, regimes and policies for the teaching staff; concretizing the major policy of the Party and State in honoring, caring for, protecting and developing the teaching staff - the key force in the education cause.
