5 strategic breakthroughs in science and technology development to promote green transformation

DNVN - On October 16 and 17, in Dong Hoi ward, Quang Tri province, the Central Propaganda and Mass Mobilization Commission chaired and coordinated with the Ministry of Science and Technology, the Ministry of Agriculture and Environment, and the Quang Tri Provincial Party Committee to organize the National Scientific Conference "Breakthrough in science and technology development to promote green transformation and sustainable development".

Implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Conclusion No. 81-KL/TW dated June 4, 2024 on continuing to implement Resolution No. 24-NQ/TW of the 11th Central Executive Committee on proactively responding to climate change, strengthening resource management and environmental protection.

The workshop focused on discussing 5 main groups of issues:

Forecasting the domestic and international situation and context; advantages and disadvantages; opportunities and challenges due to environmental pollution and climate change affecting Vietnam when transforming the economic growth model towards the goal of double-digit development.

Clarifying the role and driving force of science and technology in implementing green transformation: Technological breakthroughs serving green agriculture , clean industry, renewable energy; application of artificial intelligence, big data, digital transformation in monitoring resources, environment and climate; issues of developing and transferring environmentally friendly technology - the role of research institutes, universities and enterprises.

Innovation ecosystem and institutions supporting green transformation: policy mechanisms promoting research, development and application of green technology; linking the State - Scientists - Enterprises - Society in innovation and environmental technology; financial institutions, mobilizing socialized resources...

Local, sectoral and business practices in implementing green transformation: Responding to climate change, transforming growth models, the role of businesses in technological innovation, investing in sustainable development; building pilot models and high-tech zones for sustainable development.

Proposing viewpoints, key tasks, and solutions to promote strategic breakthroughs in science and technology in implementing Conclusion No. 81-KL/TW and Resolution No. 57-NQ/TW to meet the requirements of national development in the new era - the era of the Vietnamese nation's rise.

Speaking at the workshop, comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, affirmed that developing science and technology and innovation are the decisive factors and foundations to help Vietnam achieve double-digit growth targets in the coming years; becoming a modern industrialized country by 2030 and a developed, high-income country by 2045. In particular, green transformation is a prerequisite to help improve national competitiveness, meet international standards, protect the environment and develop the country rapidly and sustainably. Green transformation and sustainable development are not only strategic choices, they are the imperative of the times, they are promises to history and future generations.

Opinions at the Workshop unanimously agreed that, for a real and effective green transformation, there needs to be synchronization in institutions, policies, finance, science - technology, human resources and social media. It is necessary to further promote the role of enterprises in research, application and commercialization of green technology; increase investment in basic science, core technology and digital transformation; and promote international cooperation on innovation, climate technology, renewable energy and resource management.

Mr. Tran Quoc Cuong, Director of the Department of Social Sciences, Humanities and Natural Sciences, Ministry of Science and Technology, said that green transformation, digital transformation, and innovation are objective requirements and strategic choices for rapid and sustainable development. The Ministry of Science and Technology has identified five strategic breakthroughs, including: perfecting the science, technology, and innovation institutions, building a synchronous legal corridor, a new technology testing mechanism (sandbox); developing green energy technology, platform technology, and nuclear technology for peaceful purposes; building a green, internationally harmonized system of standards - measurements - quality; forming a green innovation ecosystem, promoting "3-house" cooperation (State - Enterprises - Institutes, Schools), developing technology markets and green financial mechanisms); developing "green - digital" human resources, expanding international cooperation, and receiving advanced technology.

Representatives of the Ministry of Agriculture and Environment, research institutes, universities and businesses shared many typical practical models in implementing green transformation programs, smart agriculture, clean industry, environmentally friendly high-tech zones, etc. These initiatives contribute to spreading the spirit of innovation, creativity, and application of scientific knowledge into life, for the sustainable development of the country.

The opinions and discussions at the Workshop will be compiled and refined by the Organizing Committee to make recommendations to the Party and State leaders on mechanisms and policies for developing science, technology and innovation to serve green transformation, contributing to realizing the goal of developing a green, prosperous and sustainable country in the new era.
