Many impressive results

Ms. Trieu Thi Huong, a worker at SNC Vietnam Electronics Co., Ltd., recently bought a 26 square ^meter apartment for more than 400 million VND. Her dream of owning her own apartment for many years has now come true. "I feel really happy because I have my own house, a solid place to live so I can go to work with peace of mind," Ms. Huong shared.

Implementing the Resolution of the City People's Council on the housing development program, to date, the city has completed more than 5,200 social housing units and is implementing 10 more projects with a total of 15,200 units. Not stopping there, in the period of 2020 - 2024, Hai Phong will build and repair more than 11,100 houses with a total cost of more than 400 billion VND. In 2025 alone, 1,763 houses will be supported (1,165 houses for people with meritorious services, relatives of martyrs and 598 houses for poor and near-poor households), with a total cost of more than 313 billion VND.

Another outstanding achievement is that in 2024, Hai Phong city will complete the goal of no more poor households according to the national poverty standard for the period 2022 - 2025, reaching the target one year ahead of schedule. At the same time, the rate of near-poor households decreased by nearly 50% after only one year. This is an achievement that very few localities in the country have achieved. At the same time, job creation is also focused on. In the period 2021 - 2025, the city is estimated to create jobs for nearly 58,200 workers each year, exceeding the set target. In addition, the social assistance standard in Hai Phong is 40% higher than the national standard. The team of cadres, civil servants and public employees also has their annual income supplemented according to the city's own policy mechanism.

Hai Duong province (old) also achieved many results in this field. In the first half of 2025, the province completed support for building and repairing houses for 510 poor and near-poor households, 2.5 months ahead of schedule compared to the Government's target. At the same time, the province focused on expanding social, health and unemployment insurance coverage. The poverty rate decreased from 2.15% (in 2021) to 0.96% (in 2024), and near-poor households decreased to 1.3%. The rate of people in the age group participating in social insurance is increasing...

Synchronize policies after merger

Hai Phong is the first locality in the country to issue a special policy to support people in poor households, near-poor households, and households that have just escaped poverty according to the multidimensional poverty standard for the period 2021 - 2025. From 2022 to now, the city has supported an average of 16,000 cases per year, with a total budget of more than 380 billion VND.

In the field of education , Resolution No. 54/2019/NQ-HDND of the City People's Council exempts tuition fees for students from kindergarten to high school. In the period 2020 - 2024, the city spent more than 1,134 billion VND on this policy, clearly demonstrating its commitment to prioritizing future generations. According to teacher Nguyen Minh Quy, Principal of Mac Dinh Chi High School, the city's support of 100% of tuition fees shows the city's leaders' special attention and priority for education. This is a humane policy, bringing practical benefits to the people.

From 2021 to the first 6 months of 2025, the People's Council of Hai Duong province (old) issued 35 specific resolutions, focusing on policies to improve the quality of human resources, create conditions for the poor to settle down, increase income and reduce the rate of poor households. Typical examples include Resolution No. 37/2024 on supporting members of poor households and households escaping poverty, Resolution No. 24/2023-NQ-HDND on piloting policies to support teachers at preschools, general education institutions, public vocational education - continuing education centers that have not yet covered regular expenses in the area...

Teacher Dinh Thi Ngoc Bich in Ninh Giang commune said that raising two children alone, the support money from Hai Duong province (old) helped her ease her difficulties. “My colleagues and I are very excited to enjoy the teacher support policy. Along with having extra income, the support from the locality also encourages us to have more motivation to stick with our work,” said Ms. Bich.

After the merger of Hai Duong province and Hai Phong city, the new Hai Phong city continues to maintain and develop social security work in a synchronous and non-overlapping direction. The city still maintains the special policies before the merger, ensuring the rights of people with meritorious services, policy families and social subjects. In the Political Report presented to the first City Party Congress, term 2025-2030, the city clearly stated: "The material and spiritual life of the people is constantly improved, approaching typical urban areas in the region; social security is guaranteed". The city sets a target that by 2030, the rate of people participating in social insurance will reach 62-63%; the rate of people participating in health insurance will reach 99%; about 32,900 social housing units will be completed (period 2026-2030); By 2028, there will be no more poor households according to the multidimensional poverty standard for the period 2026 - 2030.

To achieve the above goals, the city continues to identify investment in social security and welfare ahead of economic development. In particular, focusing on effectively implementing policies for people with meritorious services, supporting vulnerable cases, improving population quality and taking care of community health, especially mothers, children and the elderly. According to comrade Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of the city, social security policies, especially for people with meritorious services, policy families and staff, civil servants and public employees have been maintained and effectively implemented by the city. This is an important foundation for Hai Phong to develop rapidly and sustainably in the future.
