The 1st Congress of the Ho Chi Minh Communist Youth Union of Phuc Loi Ward: Pioneering digital transformation, volunteering for the community

HNP - On September 28, at the Ward Cultural House Hall, the Ho Chi Minh Communist Youth Union of Phuc Loi Ward held its first Congress for the 2025-2030 term. This is an important political event, marking a new development step in the work of the Youth Union and the local youth movement after Phuc Loi Ward was established under the two-level urban government model.

Attending the Congress were representatives of the Hanoi Youth Union; comrades in the Standing Committee of the Party Committee, Standing Committee of the People's Council, People's Committee, Fatherland Front Committee, leaders of departments, branches, unions, twinned units, schools, medical stations, police and military in the ward.

In particular, the presence of 150 official delegates representing more than 3,000 union members and youth in the whole ward created a vibrant atmosphere, affirming the spirit of solidarity, responsibility and aspiration to contribute of Phuc Loi youth.

On behalf of the Presidium, delivering the opening speech of the Congress, comrade Bui Thi Tra Vinh - Vice Chairman of the Vietnam Fatherland Front Committee of the ward, Secretary of the Youth Union of Phuc Loi ward emphasized: The 1st Congress of the Phuc Loi ward Youth Union has the important task of reviewing the implementation of the Youth Union's work resolution for the 2022 - 2025 term, setting out directions, goals, and key tasks for the 2025 - 2030 term; at the same time, discussing and contributing to the documents submitted to the higher-level Youth Union Congress, expressing the will and aspirations of local youth in the new period.

According to the draft Political Report presented at the Congress, for the 2022 - 2025 term, the Youth Union and youth movement in Phuc Loi ward have achieved many positive results. Propaganda and education work has been implemented creatively, in accordance with the needs of young people; many political and social activities have been organized extensively, associated with major movements such as: "Youth Volunteers", "Creative Youth", "Youth Volunteers to Protect the Fatherland".

During the past term, the youth of Phuc Loi ward have carried out dozens of meaningful projects and tasks such as construction, landscape renovation, removal of illegal advertisements, participation in environmental sanitation, disaster response, blood donation, social security support, and accompanying disadvantaged students to school.

The report also pointed out that, in addition to positive results, the work of the Youth Union still revealed limitations: some activities were not uniform, the work of gathering youth in residential areas still encountered difficulties, and the forms of activities were sometimes slow to innovate. The Congress frankly analyzed the causes and drew lessons to serve as a basis for building directions for the next term.

In the period of 2025 - 2030, Phuc Loi Ward Youth Union determined the motto of action: "Pioneer - Solidarity - Courage - Breakthrough - Development", focusing on 5 major groups of tasks: (1) Promote political, ideological, ethical and lifestyle education for youth; (2) Effectively organize revolutionary action movements, associated with local political tasks; (3) Accompany and support youth in studying, starting a business, practicing life skills; (4) Build a strong Youth Union organization, expand the solidarity front to gather youth; (5) Actively participate in building the Party, government, grassroots political system...

Turning the Congress Resolution into concrete actions

Speaking at the Congress, comrade Nguyen Xuan Hien - Standing Deputy Secretary of the Party Committee of Phuc Loi Ward commended and congratulated the results and achievements that the Ward Youth Union has achieved in the past time.

Comrade Nguyen Xuan Hien affirmed: Phuc Loi Youth has had many innovations in propaganda and education work, taking the lead in the volunteer movement, digital transformation, supporting people to perform online public services, contributing to the construction of e-government and digital society.

He suggested that in the coming term, the ward Youth Union should continue to: Deeply understand the role and responsibility of the Youth Union in the new context, innovate the content and methods of operation, build a strong organization; Promote the pioneering, voluntary and creative role of young people in socio-economic development, especially digital transformation, start-ups and careers; Proactively educate on politics and ideology, improve the courage and ideals of young people; promptly grasp public opinion and orient the ideology of young people; Pay attention to training and introducing outstanding Youth Union members to the Party, and perform well the functions of supervision and social criticism...

At the Congress, delegates passed a Resolution with important targets: Annually admit at least 60 new members, striving for a youth gathering rate of 65-70%; Carry out at least 05 youth projects and tasks associated with building bright - green - clean - beautiful urban areas; Introduce 65-70% of outstanding members for the Party to consider admitting; 100% of cadres, union members and youths study the Resolutions of the Party and the Union; 100% of Union cadres are trained and fostered in working skills every year...

The Executive Committee of the Ho Chi Minh Communist Youth Union of Phuc Loi Ward, Term I, 2025 - 2030, was introduced.

The Congress also announced the Decision of the Hanoi Youth Union to appoint the Executive Committee, the positions of Secretary and Deputy Secretary of the Ward Youth Union; the Inspection Committee, the positions of Chairman and Deputy Chairman of the Ward Youth Union Inspection Committee for the first term, 2025 - 2030; and at the same time introduced the new Executive Committee in the trust and expectations of the youth of the whole ward.

With the spirit of "Pioneering - Solidarity - Courage - Breakthrough - Development", the 1st Congress of the Ho Chi Minh Communist Youth Union of Phuc Loi Ward, term 2025 - 2030 was a great success. The Congress called on all union members, youth, teenagers and children in the ward to promote their intelligence, youthfulness, sense of responsibility, solidarity, determination to successfully implement the Congress Resolution, contributing to building Phuc Loi Ward to be increasingly sustainable, civilized and happy.
