Safety of reservoirs, dykes and irrigation works

Ngoi La Lake, Minh Xuan ward plays a good role in regulating water for production.

According to the report of the Department of Agriculture and Environment of Tuyen Quang , the whole province currently has 7,203 irrigation works, serving production on 79,700 hectares of agricultural land. Of which, there are 500 reservoirs; 4,588 dams; 85 pumping stations; the rest are water wheels and self-flowing springs. The irrigation canal system has a total length of 8,085 km, of which 5,575 km are solid canals and 2,375 km are earthen canals, helping to ensure irrigation for more than 85% of the rice area planted according to the annual plan.

To ensure the safety of reservoirs, especially during the flood season, management units have established a systematic operating system, from maintenance procedures to installing monitoring and warning equipment, developing flood discharge plans and arranging warning systems for downstream areas.

Mr. Nguyen Xuan Hiep, Deputy Head of the An Tuong Ward Irrigation Works Management Board, said: As a locality with the Lo River flowing through it, every year before each storm, the Management Board regularly directs members to inspect vulnerable locations to have plans to repair and reinforce them, avoiding dike failures due to rising river water.

Ho Nua Lake in Nhu Khe Commune is over 4 hectares wide, providing irrigation water for nearly 50 hectares of rice fields in the commune. The lake was built many years ago, the dam body was built with earth with a dam height of over 10 meters. After many years of use, damage appeared, water seeped through the dam body. From the capital source of the Project to urgently handle water reservoirs damaged by storms, Ho Nua Lake was invested in repairing with items such as dam foundation reinforcement and spillway. Up to now, the project has been completed and put into use.

Mr. Au Quang Thanh, a resident of Ho Nua Lake downstream, shared that in the past, during every rainy season, we were very worried about the safety of the lake, because the height of the lake's water surface compared to houses and fields was about 10 meters, so if there was an accident, it would be very dangerous. However, up to now, the project has been repaired and reinforced firmly, making households downstream like our family very secure.

To ensure the safety of the hydropower plant, especially during the recent storms No. 10 and 11, the Song Lo 8A hydropower plant in Ham Yen commune has proactively discharged floodwaters and stopped generating commercial electricity to ensure the safety of the project as well as the downstream area. Mr. Dong Van Duy, manager of the Song Lo 8A hydropower plant, said that the plant is currently operating 3 units with a total installed capacity of 27 MW. To ensure the safety of the reservoir and downstream areas, the technical department is always on duty, monitoring the water level monitoring system in the reservoir, the water level upstream of the reservoir, combined with hydrometeorological forecast information to have appropriate regulation plans.

In the context of climate change and increasingly complex and unpredictable natural disasters, ensuring the safety of dams and irrigation works is an important and urgent task. Along with reviewing and repairing damaged dams and reservoirs, the agricultural sector is focusing on strengthening supervision and closely monitoring the development of floods and rains, thereby reasonably regulating the amount of water in the reservoirs, ensuring the safety of irrigation works.
