Efforts to improve infrastructure
The project to build infrastructure for resettlement areas for households whose land was recovered in the Ta Hoet reservoir project, Hiep Thanh commune, is a particularly important item, closely linked to the construction progress of the reservoir - the largest-scale irrigation project in Lam Dong province.

Since its commencement in July 2024, the resettlement project has received close attention and direction from the Lam Dong Provincial People's Committee and the active coordination of departments, branches and localities. The goal is to soon form a production area with synchronous infrastructure, ensuring production conditions for people affected by the Ta Hoet Reservoir Project.
According to the Duc Trong Area Construction Investment Project Management Board - the investor, the project has a total investment of 30 billion VND, approved in principle by the Lam Dong Provincial People's Council in Resolution No. 18/NQ-HDND dated July 12, 2023 and approved by the Provincial People's Committee in Decision No. 1988/QD-UBND dated October 16, 2023. In the period of 2024 - 2025, the project was allocated 10.1 billion VND of local budget capital, to date more than 6 billion VND has been disbursed, reaching more than 60% of the plan.
The main items such as: Construction of water reservoirs, pipeline systems, medium and low voltage power lines and technical infrastructure of resettlement areas have been urgently completed by the unit. By mid-October 2025, the items at the commune's 5% public land were basically completed, with the disbursement value reaching more than 4.8 billion VND.
The Provincial People's Committee has allowed an extension of the project implementation period until December 31, 2025 to ensure completion of all remaining work.

However, the progress still has some problems because the site clearance work in the Trung Hiep village hill area (plot 6, sub-area 277A, Hiep Thanh commune) has not been completed, related to about 20% of the contract value of package 04. The remaining work includes a HDPE D90 water pipe system longer than 1,100m, 12 irrigation valve pits, medium and low voltage power lines and a 560kVA transformer station.
Mr. Vo Van Thuong, Deputy Director of the Duc Trong Area Construction Investment Project Management Board, said: The Board is closely coordinating with functional units to remove obstacles, especially in site clearance and completing procedures for changing forest use purposes. The goal is to ensure the project is implemented on schedule, creating the best infrastructure conditions for people to soon stabilize production in the new location.

Thanks to the synchronous participation of the sectors, by early October 2025, the last household in sub-area 277A agreed to hand over the land to the State. Immediately after that, the People's Committee of Hiep Thanh commune coordinated with relevant sectors to organize the handover of the entire land area to the investor, opening up favorable conditions for the project to continue implementation.

At the same time, legal procedures for changing forest use purposes and reforestation were accelerated. On October 13, 2025, the Forest Protection Department coordinated with field inspection units in the Trung Hiep hill area to complete the dossier for converting forests to other purposes to serve the project.
The replacement forestation has been approved by the Provincial People's Committee in Decision No. 02/QD-UBND dated January 2, 2024 and is being completed and appraised by the Department of Agriculture and Environment and Bidoup - Nui Ba National Park for technical design, ensuring environmental requirements and ecological sustainability.
Ensuring the best production conditions
According to Mr. Nguyen Quang Hiep, Chairman of Hiep Thanh Commune People's Committee, after households petitioned about the need for land for production, Duc Trong District People's Committee (before the administrative unit arrangement) arranged resettlement land for 110 households eligible for compensation in land, with a total area of 28,918 hectares, including 5% public land area (11,508 hectares) and Trung Hiep hill area (17,41 hectares). Of which, there are 100 ethnic minority households and 10 Kinh households.

To date, phase 1 of the project has completed the construction of infrastructure for 107 plots of land. The drawing of lots and handover of resettlement land has been carried out openly and transparently; 23 households have received land with an area of nearly 2.3 hectares in plot 30. The resettlement area currently has 87 clean plots of land, eligible for handover to the remaining households.
In addition, the Duc Trong Area Construction Investment Project Management Board has coordinated with Hiep Thanh commune many times in handing over documents and resolving arising problems. At the same time, the Provincial People's Committee is requested to direct the locality to arrange specialized staff, speed up the progress of receiving compensation and site clearance documents, so that the project can be implemented as planned.

Mr. Vo Van Thuong further emphasized: “This is an urgent public project, not only serving the Ta Hoet reservoir project but also ensuring a stable life and long-term livelihood for the people. We always determine that progress is important but quality and resettlement conditions for the people must be put first.”
The resettlement area project serving the Ta Hoet reservoir project is not only a technical task but also demonstrates the responsibility of the authorities at all levels in taking care of the lives of people in the relocation area. When completed, the resettlement area will be invested in synchronous infrastructure, with electricity, water, and full transportation, helping people feel secure in their production and develop sustainable livelihoods.

With the close direction of the Provincial People's Committee, the close coordination between departments, branches and local authorities, and the efforts of the investor, the project is gradually overcoming difficulties, aiming to complete on schedule, ensuring the best resettlement conditions for people in the Ta Hoet reservoir project area - a key irrigation project, of great economic , social and environmental significance to Lam Dong province.
