Reality shows that many major policies of the Party, although correct and timely, are still slow to be implemented. The main reasons stem from three stages: institutionalization, implementation and supervision. Therefore, the "three focuses" that the General Secretary mentioned - including quickly institutionalizing resolutions and conclusions of the Central Committee, Politburo , Secretariat; organizing drastic implementation with specific progress each week, month, quarter; regular inspection and supervision to promptly handle problems - are the key solutions to help remove bottlenecks in the implementation process.
These three focuses are also three important links in the policy cycle: planning - implementation - monitoring and evaluation. When organized in a coordinated manner with determination, responsibility and discipline at all levels and sectors, this cycle will create strong implementation capacity.
Along with the three focuses, the General Secretary emphasized the “three publicities”: public progress, public responsibility, and public results. This is a modern governance principle that has become the standard in many countries. Public progress so that everyone can follow, not allowing delays to be hidden. Public responsibility to clearly identify responsible individuals and groups, avoiding “no one cries over public property”. Public results so that society has a basis for realistic and objective assessment. That is the way to mobilize people to participate in supervision, while at the same time encouraging cadres to uphold the spirit of responsibility, dare to think, dare to do, and dare to take responsibility.
In the context of digital transformation, the requirement for transparency is even more feasible when data can be published on electronic portals and digital platforms, creating opportunities for people and businesses to directly monitor. More importantly, transparency must become a mandatory commitment, no longer an optional choice. Then, social trust in the governance and leadership capacity of the political system will be truly strengthened.
The final highlight of the General Secretary’s message is “a yardstick”: the people’s living standards and confidence. This is a consistent affirmation that all policies, all action programs, all reform efforts must be directed towards the ultimate goal of improving the material and spiritual life of the people.
That measure is reflected in the most intimate things: better public services, faster procedures, more job and business opportunities, less time costs, a more peaceful society, a more prosperous and happier life. These are not dry indicators, but the daily experiences of each citizen and each household.
Setting such a yardstick is also a reminder of accountability: all development achievements and performance reports must be reflected in real life, in the feelings and beliefs of the people. If people still have trouble completing procedures, are still worried about social security, and are still insecure in their daily lives, then it cannot be considered a success.
The General Secretary's message opens up a clear need for action for the entire system. In the context of the country entering a new development phase with many major goals, from building an independent, self-reliant, deeply integrated economy , to developing a digital society and green economy, the country needs a strong enough implementation mechanism to turn strategic orientations into specific action programs. If "three focuses - three publicities - one measure" are seriously implemented, we can expect a new phase of national governance: clear guidelines, consistent policies, effective implementation, social accompaniment and people's benefits.
