Affirming the role of the organization
Developing union members in the current period is not simply about increasing the number, but more importantly, it is a way for trade unions to expand their scope of representation, strengthen collective strength, and enhance their position and voice in protecting workers.

In reality, in many non-state enterprises, workers are still disadvantaged in accessing welfare policies, improving working conditions or participating in emulation movements. When there is a grassroots union, they have more reliable support, to express their thoughts, aspirations and protect their legitimate rights. Therefore, developing union members is considered a key, continuous task of the union organization.
From July 1, 2025 to now, the whole province has established 81 grassroots unions with more than 4,500 new union members joining the organization. Thus, the Provincial Labor Federation is currently directly managing more than 2,200 grassroots unions and more than 582,000 union members. |
Recently, the Trade Union of Newwing Interconnect Technology Co., Ltd., Van Trung Industrial Park, held an admission ceremony for more than 2,100 new union members. Notably, among them, there are 300 foreign workers. This is the first time the grassroots union has admitted foreign union members and has reached the largest number in the province so far. Ms. Tran Thi Chi, Union President, Deputy Director of Human Resources of the company, said: In order to develop union members, every month, the union has a campaign to receive applications from workers. Up to now, 100% of workers (more than 31,000 people) have been admitted to the organization. For the newly admitted foreign workers, most of them are managers, experts, and technical workers. Therefore, this result is a clear demonstration of the growth of the grassroots union. On the other hand, when they voluntarily join, they will better understand the role of the organization, actively participate in activities and have a voice with the leadership regarding union proposals related to the rights and interests of union members.
Immediately after the decision to establish (September this year) with 295 union members voluntarily participating in the organization (reaching a rate of 100% of working employees being union members), the Executive Board of the JST Tech Vietnam Limited Liability Company Union (under the Nenh Ward Union) has developed an action plan, focusing on activities to care for the material and spiritual life of employees; organizing emulation movements associated with production tasks. Each month, the union selects 1 typical individual from each production team and the Board of Directors has a "hot" reward to encourage working spirit. At the same time, negotiate and sign collective labor agreements; maintain the collection of union members' opinions through periodic dialogue activities between employers and employees to include amendments and supplements to the agreement, based on the principle of gradually increasing favorable provisions.
Ms. Be Thi Nam, a member of the company's union, shared: "Every month, in addition to paying full salaries according to regulations, the company also supports us with travel expenses, attendance, housing, and telephone. In addition, when we suddenly fall ill or someone in the family unfortunately has a serious illness, we are promptly visited by the union executive committee." It is known that in order to improve shift meals and ensure workers' health, the company's union consulted with the business owner to support meals worth 25,000 VND/meal. At the same time, each month, union members are provided with a meal with higher portion size and nutrition.
Innovation in content and methods of operation
Immediately after completing the organizational structure, the Provincial Labor Federation thoroughly instructed the committees, 25 commune and ward unions and grassroots unions to focus on implementing key tasks. In particular, proactively and actively coordinate with relevant sectors and localities to survey and grasp the production and business situation of enterprises; arrange and assign capable union officials to be in charge of union member development work, directly support and guide enterprises in building the process of establishing grassroots unions and recruiting union members.

As a result, from July 1st to now, the whole province has established 81 grassroots unions with more than 4,500 new members joining the organization. Thus, the Provincial Labor Federation is currently directly managing more than 2,200 grassroots unions, more than 582,000 union members. Of which, there are more than 1,200 grassroots unions with about 440,000 union members in industrial parks; the rest are outside the industrial parks and are assigned to commune and ward unions to manage, direct and guide their activities.
Although the number of enterprises in the province increases rapidly every year, there are many small and medium-sized companies that employ few workers, mainly seasonal workers, so the establishment of trade unions is still limited. On the other hand, many business owners do not clearly understand the role and position of trade unions, so they do not support them and find reasons to delay their establishment. To develop union members and establish grassroots trade unions, Vice Chairman of the Provincial Fatherland Front Committee and Chairman of the Provincial Labor Federation Thach Van Chung emphasized: In addition to the efforts from the higher-level trade unions, each grassroots trade union must proactively innovate the content and methods of operation, and practically care for the lives of workers. Only then can we consolidate a strong trade union organization, become a solid support for workers and accompany businesses to develop. In particular, it is necessary to replicate innovative ways of doing things at the grassroots level.
In the coming time, to effectively implement the work of developing union members, in addition to building a specific and practical mobilization plan, the Provincial Labor Federation will strive to accompany and support new grassroots unions in their operations; organize training and share experiences so that grassroots cadres can have more skills and methods to organize effective movements, focusing on caring for and protecting the legitimate and legal rights and interests of union members and workers.
