On the afternoon of September 26, the Ministry of Agriculture and Environment (MARD) held a meeting to respond to storm No. 10 Bualoi. According to Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, tonight (September 26), the storm will enter the eastern sea area of ​​the Central East Sea, becoming storm No. 10 in 2025.

Mr. Mai Van Khiem said that according to the current storm movement scenario, from September 28 to 30, the Northern region, Thanh Hoa - Quang Tri will have very heavy rain. The amount of rain concentrated in 72 hours can reach extreme levels, with the risk of flash floods and landslides in the mountainous midlands of the North, Thanh Hoa, Nghe An, Ha Tinh and Northern Quang Tri. The rain can spread to the Upper Laos region.

Rivers in the North and from Thanh Hoa to Quang Tri are forecast to experience a flood. The flood peak is likely to reach alert level 1-2, with some places above alert level 3.

"The special feature of storm No. 10 is its fast moving speed: About 30 km/h, twice as fast as many other storms. Strong intensity: When reaching the shore, it can reach level 13, gusting to level 15, equal to or stronger than the recent storm No. 5 Kajiki. Wide range of influence: causing very heavy rain in the North and North Central regions, affecting both mountainous and plain areas," said Mr. Khiem.

The National Center for Hydro-Meteorological Forecasting emphasized that this is a strong storm, moving quickly, with a wide range of influence. Localities from the North to the North Central region need to closely monitor developments and immediately deploy response plans at sea and on land. People in coastal, mountainous and midland areas must be especially vigilant against the risk of strong winds, big waves, floods, flash floods and landslides.

At the meeting, Mr. Pham Duc Luan, Director of the Department of Dyke Management and Natural Disaster Prevention, Ministry of Agriculture and Environment, said that currently, on the sea dykes and river dykes of the provinces from Hung Yen to Hue, there are 52 key locations of vulnerable dykes.

The sea dykes are currently designed to withstand storms of level 9-10 and tides of 5%; there is a high risk of being unsafe when storms reach level 12 and gusts of level 15 (exceeding the design level). On the sea dykes and river estuaries of the provinces and cities from Hung Yen to Hue, there are 3 projects under construction.

Therefore, localities need to pay attention to reinforcing and ensuring safety for key locations of vulnerable dikes, dike lines facing the sea, low dike elevations such as: Dong Minh dike and embankment belonging to sea dike line 6 (Hung Yen province); Con Tron, Hai Thinh sea dikes, Thinh Long dike (Ninh Binh province); Quang Nham sea dike (old Quang Xuong district), Hai Binh sea dike (old Tinh Gia district); Dien Thanh sea dike, Quynh Tho dike, Long - Thuan dike (Nghe An); Nghen left dike, Cam Nhuong dike and embankment, Hoi Thong dike (Ha Tinh), Vinh Thai sea dike (Quang Tri);... and unfinished dike and embankment projects.

According to the Ministry of Agriculture and Environment, this is a very strong storm, moving quickly through the area where many ships are operating; heading towards the mainland of the North Central region that has just suffered heavy damage due to storm No. 3, storm No. 5 and post-storm floods; Ministries, branches and localities need to focus on responding with a decisive spirit early, from afar, not being negligent or subjective, to avoid unfortunate losses.

For sea routes, focus on using all measures to call and guide ships operating at sea to escape from dangerous areas or to safe shelters (storms affect the central area of ​​the East Sea a lot).

Localities, based on specific situations, proactively decide to ban fishing boats, transport ships, and tourist boats from going to sea; and have plans to ensure safety for tourists on islands and coastal areas.

Organize to review and prepare plans to evacuate households in dangerous areas, especially coastal areas, areas at high risk of landslides, flash floods, and deep flooding to safe places; have plans to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring stable lives for people; prepare forces, means, equipment, and necessities according to the "four on-the-spot" motto to be ready to respond to all situations;

Be ready to deploy forces to guard and control people and vehicles passing through culverts, spillways, areas with deep flooding, fast-flowing water, landslides or areas at risk of landslides, resolutely not allowing people and vehicles to pass through if safety is not ensured, not allowing unfortunate human losses due to carelessness and subjectivity. In addition, there is a plan to prohibit vehicles from entering the affected areas when the storm makes landfall, especially sections on the national highway and expressway system.
