In Quang Ninh province, the Provincial Party Committee and Provincial People's Committee have issued a document directing the strengthening and proactive prevention and response to storms in the spirit of not being negligent or subjective.

The province has mobilized a force of more than 4,000 people, with the core being soldiers, police and local forces of more than 13,000 people, ready to participate in storm prevention and control, while preparing supplies, equipment, communications... as well as response scenarios.
Watercraft have been informed about the storm and are expected to complete anchoring and sheltering in safe places tonight; aquaculture facilities are being organized to reinforce shores, cages and rafts and evacuate people ashore before 12 noon on October 5.

The suspension of licensing for offshore activities and tourism in the province's bays has also been implemented.
In addition, the province has inspected and reviewed residential areas along rivers and streams, areas at risk of landslides, and made plans to evacuate people from dangerous areas; organized on-duty watch at spillways when there are floods, combined with strengthening the work of mobilizing and propagating people and businesses to improve their response spirit before storms.

According to Chairman of Quang Ninh Provincial People's Committee Bui Van Khang, the province's consistent guiding principle for responding to storm No. 11 is to be proactive early, from afar, and deployed right from the grassroots level; clearly define responsibilities, especially for leaders of Party committees, authorities, and units in prevention according to the "4 on-site" motto; clearly assign people, tasks, and areas, and seriously implement 24/7 on-call duty.
In Hai Phong, by this afternoon (October 4), the Hai Phong Border Guard had coordinated to count and notify 1,603 watercrafts, ship owners and nearly 4,500 people on watercrafts about the developments of storm No. 11 to proactively avoid. Of these, 1,322 vehicles with 3,402 workers; 171 rafts with 233 workers were guided to shore for shelter.

In particular, in the outpost areas of Bach Long Vi and Cat Hai special zones, the police force, in coordination with the Border Guard and local military, focused on propaganda, reminders, and guidance on vehicle anchoring, ensuring regular communication with vehicle owners to promptly respond to emerging bad situations.

The Department of Agriculture and Environment of Hai Phong has also directed and guided its subordinate units and localities to carry out dyke patrols according to flood warning levels, and directed the lowering of water levels in rivers and streams in the irrigation and waterworks systems to prevent floods and reduce the load on dykes in the context of the Hoa Binh Hydropower Plant opening floodgates and potential risks from storm No. 11.
Hai Phong City People's Committee also directed the City Police and Military to coordinate with other relevant forces to prepare vehicles, supplies and resources, organize regular standby, be ready to deploy rescue plans, and promptly respond when bad situations occur.
