Quang Ngai currently has 43 ethnic groups living, of which the majority of ethnic minorities reside in remote areas, with difficult socio -economic conditions, low educational level, and limited legal awareness. Therefore, in many localities, there are still cases of disputes, conflicts, and even violations of the law due to lack of understanding. On the other hand, due to limited legal knowledge and economic conditions, many people also have difficulty accessing legal services or carrying out necessary legal procedures.

From 2023 to September 2025, the State Legal Aid Center No. 1 of Quang Ngai province handled about 1,000 legal aid cases, advised nearly 2,000 cases and organized about 60 communication and training sessions in ethnic minority areas, attracting more than 6,500 participants.
In order to further improve the quality of legal aid for ethnic minorities, in the coming time, the Center will continue to promote propaganda and dissemination of legal education so that people in the commune in general, especially ethnic minorities, can fully understand.
