On the morning of October 1, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son chaired a meeting to review and urge the implementation of commitments and agreements signed with partners within the framework of high-level foreign affairs activities in the first 9 months of 2025.
A report by the Ministry of Foreign Affairs shows that in the first nine months of 2025, ministries, branches and localities signed 339 new international cooperation commitments and agreements, of which 86 commitments and agreements were signed in the third quarter.
The commitments and agreements focus on the fields of politics-diplomacy, economics-trade-investment, science-technology and innovation; education-training, energy, security-defense, construction, agriculture and environment, health, labor, culture, justice and people-to-people exchange.
At the meeting, representatives of leaders of ministries and branches reported on the implementation of international commitments and agreements; and proposed solutions to more effectively implement international agreements and commitments in the coming time.
Concluding the meeting, Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of ministries, branches and localities in promoting international cooperation activities in the spirit of Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation and other strategic resolutions of the Politburo, contributing to mobilizing external resources for national development, in the context that ministries, branches and localities must resolutely implement the revolution of streamlining, rearranging the apparatus, reorganizing administrative units and organizing two-level local governments, while actively preparing for Party congresses at all levels, towards the 14th National Party Congress.
The increase in the number of international commitments and agreements (2.5 times higher than the same period in 2024) demonstrates the importance of countries and partners in developing comprehensive cooperative relations with Vietnam, while creating new momentum to bring relations with countries and partners into depth, substance and effectiveness, the Deputy Prime Minister said.
The Deputy Prime Minister assessed that in recent times, the quality of all stages from preparing proposals to negotiating, signing and organizing the implementation of commitments and agreements has been improved; the time from signing to implementation has been shortened; implementation efficiency has been improved, especially after the Politburo and the General Secretary strongly directed that what is said must be done, and what is done must produce results.

Regarding tasks in the coming time, the Deputy Prime Minister directed ministries, branches and localities to continue to thoroughly understand the importance of promoting the implementation of international commitments and agreements reached through high-level delegation exchanges, especially key projects that are symbolic and have breakthrough significance in relations with other countries.
The Deputy Prime Minister requested ministries, branches and localities to specifically report in writing on the implementation of each international commitment and agreement, clearly stating the presiding agency, cooperation partners, cooperation content, implementation progress, completion time, difficulties and obstacles, and proposed recommendations.
Continue to closely follow the strategic resolutions of the Politburo and the Government's action program to propose areas and issues within the scope of responsibility that need to promote international cooperation to expand markets, mobilize resources, and take advantage of technology from partners.
Ministries, sectors and localities need to focus on research and proactively propose cooperation contents in potential areas, including economic connectivity, transport infrastructure, energy, education and training with neighboring countries and regions; focus on attracting high-quality investment projects, cooperation in science and technology, energy conversion, strategic technology transfer, human resource training... with major partners.
At the same time, strengthen inter-sectoral coordination and with partners to jointly remove bottlenecks, or promptly report to competent authorities on solutions to problems beyond their authority in a proactive spirit. If necessary, a special working group can be established to unify specific areas of cooperation and jointly handle arising problems.
The Deputy Prime Minister directed the Ministry of Foreign Affairs to preside over and coordinate with ministries, branches and localities to actively and proactively review and propose cooperation projects with partners, including partners expected to have high-level delegation exchanges from now until the end of the year, ensuring quality, and submit to the Politburo.
For large-scale projects that impact the implementation of the country's development goals, it is necessary to concentrate intelligence and resources to implement them, including the railway project connecting with China, energy projects including the nuclear power plant construction project, strategic technology transfer projects, and semiconductor cooperation.
The Deputy Prime Minister assigned the Ministry of Foreign Affairs to coordinate with the Government Office, ministries, branches and localities to develop a report on the implementation of international commitments and agreements in the 2021-2025 term.
The Deputy Prime Minister requested ministries, branches and localities to contribute their opinions to the draft Resolution of the National Assembly on specific mechanisms and policies to improve the effectiveness of international integration in the new situation before the Government considers, decides and submits it to the National Assembly for approval.
