On the afternoon of October 5, storm No. 11 was active in the Northwestern part of the East Sea. The center of the storm was located at about 20.8 degrees North latitude; 110.4 degrees East longitude, about 270km East Southeast of Mong Cai city ( Quang Ninh ).

The strongest wind near the storm center is level 12-13 (118-149 km/h), gusting to level 16, causing rough seas and danger to ships. In the next 3 hours, the storm will move west-northwest at a speed of 20-25 km/h, heading straight towards the Northeast region.

The Northwestern part of the East Sea is experiencing strong winds of level 8-10, near the storm center reaching level 11-13, gusting to level 15-16; waves 6-8m high, violent seas that can sink large ships.

From the afternoon of October 5, the Northern Gulf of Tonkin area including Bach Long Vi, Van Don, Co To, Cat Hai and Hon Dau began to have strong winds of level 6-7, then increasing to level 8-9, near the storm center level 10-12, gusts of level 15, waves 3-5m high.

Coastal areas of Quang Ninh - Hai Phong may see water levels rise from 0.4-0.6m, combined with high tides causing the risk of flooding in low-lying areas, river mouths and coastal areas on the evening of October 5.

From the night of October 5 to noon on October 6, coastal areas from Quang Ninh to Hung Yen and Lang Son will have winds gradually increasing to level 6-7, near the storm center level 8-10, gusting to level 11-12. With this wind speed, the possibility of roofs being blown off, trees being broken and houses being damaged is very high.

Inland areas in the Northeast have winds of level 4-5, in some places level 6, gusting to level 7-8, affecting daily life and traffic.

Hanoi is fully prepared to deal with heavy rain and rising water.

Faced with the complicated developments of storm No. 11, the Hanoi Department of Agriculture and Rural Development has directed dike management units to arrange forces to be on duty 24/7. The on-duty force consists of two people per shift, tasked with closely monitoring the weather situation, being ready to handle dike incidents and promptly reporting to the Department of Irrigation and Natural Disaster Prevention.

Forecasts from the National Center for Hydro-Meteorological Forecasting said that on the afternoon of October 6, storm No. 11 will make landfall in the Northeast region. From the night of October 5 to the end of the night of October 7, the Northern Delta and Thanh Hoa will have moderate to heavy rain, with rainfall ranging from 70-150 mm, and in some places exceeding 200 mm.

In Hanoi, the rain started early in the morning of October 6 and lasted until the evening of October 7. Total rainfall in the center and north of the capital ranged from 80-150 mm, with some places over 150 mm; the southern region had 50-100 mm of rain. Winds are expected to gradually increase to level 4-5, accompanied by thunderstorms and prolonged heavy rain.

The Hanoi Department of Irrigation and Natural Disaster Prevention requires increasing the number of on-duty staff to 2 people/shift, regularly monitoring weather information, ensuring the safety of dykes, reservoirs and irrigation works.

Units are assigned to update developments of storms, floods and damage to promptly advise authorities, while ensuring people's lives during prolonged storms.
