Arrested loan shark group, threw paint on debtor's house

On August 16, a representative of the Investigation Police Agency of District 7 Police, Ho Chi Minh City, said that the unit had just issued an emergency detention order for Ngo Thien Thach (30 years old, temporarily residing in Binh Tan District) and Tong Minh Hai (27 years old, temporarily residing in Go Vap District). Thach and Hai both reside in Hanoi .

On the afternoon of July 27, Ms. NTV (Cao Thi Chinh Street, Phu Thuan Ward, District 7) discovered that her house's rolling door had been splashed with red paint, so she went to the police station to report it. This woman said that she had borrowed money from many people of unknown origin, each amounting to tens of millions of dong, and had not yet paid it back. Ms. V. suspected that the creditors had splashed paint on her house.

The District 7 Police Investigation Agency urgently investigated and brought to headquarters 5 people with suspicious signs, including Ngo Thien Thach and Tong Minh Hai.

Thach confessed that in March 2022, he rented a house on Street 8, Binh Hung Hoa B Ward, Binh Tan District to organize loan activities with Hai and 3 other people. Depending on the job, Thach paid each person a salary of 5 to 7 million VND per month.

Thach is the one who lends money and manages the loan; the others are responsible for posting advertisements on social networks. When finding a customer in need of a loan, Thach assigns his accomplices to go to the customer's address to evaluate the loan application, including a photocopied ID card and actual residential address; if the application is guaranteed, the loan will be disbursed.

Loan interest rate from 10 - 20%/month (120 - 240%/year); depending on the borrower's conditions, Thach will charge high or low interest.

When receiving money, customers must write a promissory note by hand or fill out a pre-prepared promissory note form. Customers pay interest through a bank account, if paying in cash, Thach's team will come to collect.

If the customer does not pay on time, this group will come to the house to collect the debt. In case the customer runs away or delays paying, they will curse at the customer's relatives, threaten, lock the house, throw paint on the house to put pressure, and demand that the debtor's relatives pay on their behalf.

During its operation, Thach's group lent about 100 people between 5 and 100 million VND each.

District 7 police have verified and contacted many borrowers and are continuing to investigate.
