Accordingly, on October 1,ACB announced the "Terms of transaction for buying and selling gold bars" on the bank's website to comply with Clause 8, Article 1 of Decree No. 232/2025/ND-CP of the Government amending and supplementing Clause 4, Article 12 of Decree No. 24/2012/ND-CP of the Government on management of gold trading activities on gold market management, stipulating: Enterprises and credit institutions trading in gold bars are responsible for publicly announcing information on the rights and obligations of customers on the electronic information page or posting at the transaction office.
ACB affirmed that this is a mandatory regulation for credit institutions trading in gold bars, which does not mean that ACB is a unit licensed by the State Bank under the new decree to produce gold.
ACB representative said that currently ACB is trading in two types of gold bars: SJC gold bars and ACB gold bars produced before 2012. Since December 28, 2012, ACB has been granted license No. 267/GP-NHNN by the State Bank to trade in gold bars and has been trading in gold bars since then.
Before 2008, ACB used to produce gold bars under the Bong Lua brand and in 2008, ACB launched a new gold bar brand called ACB gold bars under the Sao brand.
"Regarding the production and trading of gold bars according to Decree 232/2025 of the State Bank, ACB is still waiting for the guiding circular and carrying out registration in accordance with regulations," the bank representative emphasized.
At the end of August, the Government issued Decree 232/2025 amending and supplementing Decree 24/2012 on the management of gold trading activities. This is considered a major turning point, marking the first time in more than a decade that the gold market management policy has fundamentally changed.
Under the new regulations, instead of holding a monopoly on gold bars, the State Bank will grant the right to import and produce gold bars to a number of commercial banks and enterprises that meet the conditions. It is expected that about 8 banks and 3 large enterprises including PNJ, DOJI and SJC will have enough charter capital to participate in gold bar production.
