Prime Minister supports people affected by storms and floods

On the morning of October 3, Prime Minister Pham Minh Chinh, along with Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, the Government Office and agencies assisting the Government Party Committee participated in supporting people affected by storms and floods.

Prime Minister Pham Minh Chinh, leaders of the Government, the Government Party Committee, the collective leadership, cadres, civil servants, public employees, and workers of the Government Office and agencies assisting the Government Party Committee donated at least one day's salary each to people affected and damaged by storms and floods.

Storm No. 10 damages up to 15,000 billion VND

Last September, four consecutive storms affected our country. Of these, storm No. 10 was strong and lasted a long time on land; the storm's circulation caused heavy rain, flash floods, widespread flooding, and water levels in many rivers exceeded alert level 3, in some places exceeding historical flood levels.

This is one of the most serious and fierce natural disasters, severely affecting economic and social activities and infrastructure from the coast to the delta, midlands to the mountains, causing heavy damage to people, property and infrastructure in the localities of the Northern and North Central regions.

Accordingly, General Secretary To Lam, Standing Member of the Secretariat and the Prime Minister have issued many documents directing, visiting and encouraging localities and people in disaster-stricken areas to quickly overcome difficulties and losses and stabilize their lives.

The Prime Minister has issued 9 official dispatches and continuously directed ministries, branches, central and local agencies to focus on responding to storm No. 10 early and from afar with a proactive, decisive, preventive and response spirit at the highest level; established delegations led by the Prime Minister and Deputy Prime Ministers to directly inspect, urge and direct the response and overcoming of consequences in localities.

However, the damage caused by storm No. 10 and floods was huge.

According to incomplete statistics, by 8:00 p.m. on October 2, 65 people had died or gone missing, 164 people were injured, 349 houses collapsed, over 172,000 houses were damaged, swept away by tornadoes, over 1,400 schools, and 145 medical facilities were damaged.

Over 100,000 hectares of rice, crops, and aquatic products were flooded and damaged, many connecting roads and essential infrastructure were eroded and seriously damaged. Total economic damage was preliminarily estimated at over 15,000 billion VND.

The pain and loss caused by floods are enormous. It takes a lot of resources and time to overcome the consequences, so that production, business and people's lives can return to normal.

More speed to overcome flood consequences for people

Along with launching a support program to join hands to help people affected by storms and floods, the Prime Minister decided to support 2,524 billion VND from the central budget reserve in 2025 for 15 localities to support people's lives and repair infrastructure to help stabilize people's lives soon.

Last night, the Prime Minister continued to issue a telegram on urgently overcoming the consequences of storm No. 10 and the floods after the storm, requiring ministries and local agencies to be even more prompt, continue to mobilize maximum forces, direct the synchronous and drastic implementation of measures, prioritize key areas to quickly overcome the consequences of storm No. 10 and the floods.

Focus on supporting people to repair houses and essential infrastructure, first of all health care, education, electricity, water, telecommunications, and transportation, especially the traffic routes that are still cut off in Thanh Hoa, Nghe An, Lao Cai, Tuyen Quang, and Cao Bang provinces; to be completed before October 5.

The Prime Minister requested ministries, branches and localities to continue to do a good job of propaganda and mobilization, promoting the tradition of "mutual love", "national love, compatriots' solidarity", "the whole leaves cover the torn leaves", "the less torn leaves cover the more torn leaves", mobilizing the cooperation of philanthropists and compatriots, comrades, especially the business community to share and support the people.
