Woman arrested for boasting about acquaintances at US Consulate General, possibly planning to study abroad

On March 24, a representative of the Ho Chi Minh City Police Department's Staff Office said that the Ho Chi Minh City Police Department's Investigation Police Agency (PC01) had issued a decision to prosecute the case, prosecute the accused, and issue an arrest warrant to detain Nguyen Phuong Thanh (36 years old, residing in District 10) for the crime of "fraudulent appropriation of property".

The Ho Chi Minh City People's Procuracy has approved the above decisions and orders.

According to the investigation, Mr. N.D.G. (living in Hanoi ) has known Thanh since 2011. In 2017, Mr. G. wanted to study abroad in the US. When he learned about this, Thanh told Mr. G. that Thanh had a relationship at the US Consulate General, who could help him get his study abroad application approved.

Thanh promised to help and asked Mr. G. many times to give him money to take care of the procedures. Mr. G. trusted Thanh's words so he informed his mother, Mrs. TTTB. After that, Mr. G. and Mrs. B. transferred money to Thanh many times with a total of 4 billion 566 million VND and 153,000 USD.

After receiving the money, Thanh used it all for personal purposes.

Verification results show that Thanh has no relationship with the US Consulate General, and does not have the function, authority, or ability to carry out study abroad procedures as promised to Mr. G.

Seeing that Mr. G. had transferred money to Thanh for a long time but still had not been granted a student visa, Mr. G. and Mrs. B. wrote a complaint to the Ho Chi Minh City Police Department. After knowing that he was being accused, Thanh did not cooperate in the work and was evasive in dealing with the investigation agency.

The police investigation agency focused on verifying, summoning, recording statements of relevant people, and requesting appraisal of seized documents.
