The meeting took place in the context of rising water levels in Cau River and Ca Lo River in recent days, affecting more than 36,000 people in Trung Gia and Da Phuc communes; many houses were flooded up to the roof, and many structures were severely damaged.
Hanoi is making a master plan to build and upgrade dikes.
At the meeting, military forces, departments, branches and localities that suffered damage gave initial reports to the city's leaders on the situation of responding to flooding after the storm.
Speaking on behalf of the city's leaders, Chairman of the Hanoi People's Committee Tran Sy Thanh expressed his sympathy for the hardships and inconveniences of people in the inner city and outside the city, especially the two communes of Da Phuc affected by storms No. 10 and 11.
Mr. Thanh said that Hanoi has never had a double natural disaster like the recent one when storms overlapped, causing circulation with very heavy rainfall.
"It has never rained so heavily. As far as I know, and I have asked everywhere, there has never been a flood like this in history" - Mr. Thanh said.
Reviewing storm No. 10, the Chairman of Hanoi said this was a "test storm" for the operation of the two-level local government and a "test" of the civil defense model that took effect from August 1.
He admitted that the city was still passive in responding to flooding during storm No. 10. However, he said that this was a big storm with fast and complicated rain developments, making it difficult to handle and respond initially.
"It was so big that I thought no one could reach anyone, it was so short in the daytime, everyone was in positions all over the city, so we had to give up. And we were passive in the forecasting stage, everything happened so fast.
We had a very profound meeting to draw lessons. Therefore, the city has a plan to prepare for storm number 1. Through the preparation, I think the plan has been achieved, the whole city has proactively responded to storms and rains" - Mr. Thanh said.
Regarding the proactive response of units to the inner-city and suburban flooding after storm No. 11, the Chairman of Hanoi highly appreciated the units for having specific plans to respond to storms and floods.
Mr. Tran Sy Thanh said that during the flooding in Trung Gia and Da Phuc communes, he was aware of "hourly developments" through reports from the Vice Chairmen in charge, and from there proactively directed plans to evacuate people. In addition, Hanoi has also prepared a response scenario in case of a "breakdown" situation due to serious flooding.
In particular, the Chairman of Hanoi praised the forces of the Capital Command, the Ministry of National Defense, the Ministry of Public Security ... for being very responsible and effectively supporting the city in responding to floods.
Mr. Thanh said that the Standing Committee of the City Party Committee will send a letter of commendation and thanks to the above units. In particular, Hanoi will review and commend families that follow the orders and plans of the functional forces in responding to the floods.
Additionally, the head of the Hanoi People's Committee requested relevant units to ensure absolute safety for people in flooded areas, especially regarding electrical safety and drowning prevention.
He also requested that the lives, livelihoods, production and business activities of people in flooded areas be stabilized soon after the floodwaters recede. "We must try to ensure that students return to school early," Mr. Thanh requested.
Regarding the overall dike system in Hanoi, the Chairman of Hanoi said that 2 years ago, he asked flycam units to survey the dike system and saw all the "defects" in the existing dike systems in the capital.
"Hanoi is making a comprehensive project and public investment so that in the next term we can focus on dikes and connecting roads," he said.
Regarding the issue of water supply and drainage in the inner city and suburbs, the Chairman of Hanoi requested that immediately after this week, units must submit to the city urgent projects to deal with flooding problems, for city leaders to review and sign for approval.
"Urgent and urgent projects must be submitted to me next week for my consideration and signature. Pump station upgrade must be implemented urgently. The City Party Committee will determine which projects must be implemented urgently to implement immediately, especially inner-city drainage and some suburban projects" - the Chairman of Hanoi requested.

Sharing more, Mr. Thanh said that he and some city leaders, along with department leaders, regularly go on field trips to survey issues related to dikes, drainage ditches and canals.
However, according to Mr. Thanh, because of his professional work, and because he was very "industrious", he and the leaders only "quietly" surveyed and grasped all issues related to dikes and drainage.
"We went and learned all the problems of why Ciputra area was flooded, why Vo Chi Cong was flooded, why Lang - Hoa Lac road was flooded, we knew everything and saw the solution.
We are implementing to handle it and if we have some urgent works to do, when completed, we can definitely confirm that 100% of that area will not be flooded anymore. If we do some work in 1 year, then next year's rainy season will see a clear improvement" - Mr. Thanh affirmed.
At the meeting, the Chairman of Hanoi also "specially" thanked the Prime Minister and the Standing Committee of the Hanoi Party Committee for directly sharing and directing the overcoming of flooding after storm No. 11 in some suburban communes.
After the working session, the Chairman of Hanoi inspected the flood control work and ensured dike safety at Huu Cau dike area, the section passing through Da Phuc commune.
