Ninh Binh Party Secretary appointed as Phu Tho Party Secretary

(Dan Tri) - The Politburo decided to transfer, assign, and appoint Ninh Binh Provincial Party Secretary Truong Quoc Huy to hold the position of Phu Tho Provincial Party Secretary for the 2025-2030 term.

On the morning of September 30, the 15th Congress of the Phu Tho Provincial Party Committee, term 2020-2025, solemnly opened at the Phu Tho Provincial Culture and Arts House.

At the conference, Mr. Hoang Dang Quang, Deputy Head of the Central Organizing Committee, announced the Politburo 's decisions on personnel work; the decision to appoint the Executive Committee, Standing Committee, and Deputy Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.

Accordingly, the Politburo decided to appoint Mr. Dang Xuan Phong, Secretary of Phu Tho Provincial Party Committee, to hold the position of Secretary of Ninh Binh Provincial Party Committee for the 2025-2030 term. The decision will be announced and presented at the Ninh Binh Provincial Party Committee.

Mr. Phong was assigned by the Politburo to continue directing the closing session of the Phu Tho Provincial Party Congress.

The Politburo decided to appoint 97 members of the Phu Tho Provincial Party Executive Committee and 27 members of the Provincial Party Standing Committee.

Mr. Truong Quoc Huy, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province, was mobilized, assigned and appointed by the Politburo to participate in the Executive Committee, Standing Committee and hold the position of Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.

The Politburo also appointed Mr. and Mrs. Tran Duy Dong (Chairman of Phu Tho Provincial People's Committee), Bui Van Quang, Bui Duc Hinh, Bui Huy Vinh, Bui Thi Minh, and Nguyen Manh Son to hold the position of Deputy Secretaries of Phu Tho Provincial Party Committee.

Mr. Truong Quoc Huy , born in 1970, from the old Nam Dinh province, now Ninh Binh. He has a master's degree in Economic Management and a senior degree in Political Theory.

During his working career, Mr. Truong Quoc Huy held the positions of General Director of Vicem Hoang Mai Cement Company in Nghe An province; General Director of Vicem But Son Cement Joint Stock Company; Vice Chairman of the People's Committee of the former Ha Nam province; Secretary of the Duy Tien District Party Committee (former Ha Nam); Chairman of the People's Committee of the former Ha Nam province; Secretary of the former Ha Nam Provincial Party Committee.

After merging the three provinces of Ha Nam, Ninh Binh and Nam Dinh, Mr. Truong Quoc Huy was appointed by the Politburo to hold the position of Provincial Party Secretary and Head of the National Assembly Delegation of the new Ninh Binh province.

Mr. Dang Xuan Phong , born in 1972, is from the old Vinh Phuc province, now Phu Tho province. He has a PhD in Economics and a BA in Political Theory.

Having worked for many years in the old Lao Cai province, holding the positions of Director of the Lao Cai Department of Planning and Investment, Secretary of the Bac Ha District Party Committee, Vice Chairman and Chairman of the Lao Cai Provincial People's Committee, and Secretary of the Lao Cai Provincial Party Committee, in January 2025, Mr. Dang Xuan Phong was transferred and appointed by the Politburo to hold the position of Secretary of the Vinh Phuc Provincial Party Committee.

In June 2025, Mr. Dang Xuan Phong was appointed by the Politburo to hold the position of Secretary of the new Phu Tho Provincial Party Committee after the merger of the three provinces of Phu Tho, Vinh Phuc, and Hoa Binh.
