On the morning of September 30, the Phu Tho Provincial Party Congress announced the Politburo 's decision to transfer, assign, and appoint Mr. Truong Quoc Huy, Secretary of the Ninh Binh Provincial Party Committee, to hold the position of Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.

Mr. and Mrs. Tran Duy Dong, Bui Van Quang, Bui Duc Hinh, Bui Huy Vinh, Bui Thi Minh, Nguyen Manh Son hold the position of Deputy Secretaries of Phu Tho Provincial Party Committee.

Mr. Dang Xuan Phong, Secretary of Phu Tho Provincial Party Committee, was transferred and appointed as Secretary of Ninh Binh Provincial Party Committee for the 2025 - 2030 term. The decision will be announced and presented at the Ninh Binh Provincial Party Committee.

Mr. Truong Quoc Huy, 55 years old, hometown Nam Dinh (old). He used to be General Director of Vicem Hoang Mai Cement Company, Nghe An province, General Director of Vicem But Son Cement Joint Stock Company.

From 2016 to 2019, Mr. Huy served as Vice Chairman of the People's Committee of Ha Nam province; then as Secretary of Duy Tien District Party Committee.

In September 2020, Mr. Huy became Chairman of the Provincial People's Committee and Head of the National Assembly Delegation of Ha Nam Province. By March 2025, Mr. Huy became Secretary of the Ha Nam Provincial Party Committee.

In July 2025, Mr. Huy became Secretary of the Ninh Binh Provincial Party Committee (after merging with Ha Nam and Nam Dinh).

In September 2025, Mr. Huy became Secretary of Phu Tho Provincial Party Committee.

Mr. Dang Xuan Phong, Secretary of Phu Tho Provincial Party Committee, was transferred to be Secretary of Ninh Binh Provincial Party Committee.

The new Phu Tho province was merged from the three old provinces of Phu Tho, Vinh Phuc and Hoa Binh.

After the merger, Phu Tho province has 148 communes and wards; total area of ​​over 9,300 km2, population of over 4 million people.

The terrain includes mountains, midlands and plains, favorable for economic diversification and spatial planning for development.

The administrative center is Viet Tri city, about 120 km from the old Hoa Binh city and more than 20 km from the old Vinh Yen city.
