Khanh Hoa Department of Home Affairs: Contributing to improving the effectiveness and efficiency of government operations

Over the years, Khanh Hoa Department of Home Affairs has always promoted its role in advising on state management of the home affairs sector, especially in streamlining the apparatus, arranging administrative units, improving assessment indicators for the province, contributing significantly to improving the effectiveness and efficiency of government operations.

Improve the efficiency of organizational structure and government building

In order to ensure the government operates effectively and efficiently, in recent times, the Department of Home Affairs has focused on advising on the development and implementation of programs and plans for training, fostering, and developing the province's human resources; advising on the promulgation of regulations on training and fostering cadres, civil servants, public employees, and lists of attractive occupations, occupations requiring postgraduate training and specialized training; ensuring the implementation of policies and regimes for long-term reserve cadres and attracting talents. The Department also promptly advised on perfecting the organization of administrative agencies and public service units; promoting decentralization, delegation of management authority, and administrative reform (AR); completing the project on job positions of administrative agencies and service units; appraising and approving the list of civil servant job positions; submitting for approval the list of job positions of 100% of public service units; At the same time, submit to the Provincial People's Committee to issue job descriptions and competency frameworks for job positions of provincial administrative agencies and local People's Committees. By 2020, the whole province will reduce 12.9% of the number of civil servants and 16.46% of the number of people working in public service units; by 2024, reduce 40 focal points under the department and 111 public service units compared to 2015.

In particular, from 2019 to now, the department has focused on advising the province to implement the process of arranging commune-level administrative units; reviewing and merging villages and residential groups. In the period of 2019 - 2021, the province arranged to reduce 1 commune, leaving 139 commune-level administrative units. In the period of 2023 - 2025, the province arranged to reduce to 132 commune-level administrative units. Through reviewing and merging, the province also reduced 154 villages and residential groups; currently there are 836 villages and residential groups. Implementing the Central's policy, in 2025, the department actively coordinated to advise and complete the merger of Khanh Hoa and Ninh Thuan provinces; arranged 65 commune-level administrative units. The department also submitted to the Provincial People's Committee for approval the overall task outline on building Khanh Hoa into a centrally-run city, thereby assigning tasks to each unit to coordinate implementation.

The implementation of the Project of Completing and Modernizing Records, Administrative Boundary Maps and Building a Database on Administrative Boundaries of the Prime Minister in the province was proactively advised by the Department and recognized by the Ministry of Home Affairs in 2023, putting Khanh Hoa in the group of the first 15 recognized localities. The elections of National Assembly deputies and People's Council deputies at all levels in the province were all successfully organized by the Department. The launching of emulation movements and commendation of advanced models were promptly advised by the Department, creating a driving force to promote the development of the province.

Efforts to build a service-oriented administration

With the advice of the Department of Home Affairs, the province has issued many documents that have had an important impact on the results of administrative reform, contributing to removing barriers and unlocking resources. Two documents of the Provincial Party Standing Committee can be mentioned: Action Program No. 12, dated March 31, 2017 on continuing to implement Resolution No. 5 of the Central Committee (10th tenure) on promoting administrative reform, improving the effectiveness and efficiency of state management, which stipulates that units with 10% or more overdue records in the year will not be ranked well in administrative reform, will not be recognized with emulation titles and rewards; Conclusion No. 91, dated October 18, 2022 on continuing to promote administrative reform, improving the effectiveness and efficiency of state management, which stipulates that agencies with 5% or more overdue records or a satisfaction index of 80% or less will not be ranked well in administrative reform...

With the advice of the Department of Home Affairs, the province has implemented many solutions to improve the effectiveness of administrative reform. In 2020, the pilot project of Electronic Residential Area was approved. Up to now, the information system has been installed, 7 support points have been put into operation and the mobile application of Electronic Residential Area has been deployed on App Store and Google Play. With many solutions to improve and enhance the Provincial Public Administration Performance Index (PAPI), the PAR index, in 2023, the provincial PAR index reached 88.6%, ranked 14/63 provinces and cities, the highest in 12 years; the PAPI index ranked 8/61, up 8 places compared to 2022.

Comrade Vo Chi Vuong - Director of the Department of Home Affairs said: Although the volume of tasks to be performed is very large, with the strong and close leadership and direction of the Provincial Party Committee and the Provincial People's Committee; the coordination of agencies, departments, branches and localities; the solidarity, initiative and efforts of the collective leadership, civil servants, public employees and workers in the entire agency, the Department of Home Affairs has successfully completed the assigned tasks, contributing to building a service-oriented administration. In the coming time, the department will continue to improve its advisory capacity, build a professional and effective administrative apparatus, meeting the goal of sustainable development.

From 2014 to present, the Department of Home Affairs has received: Third-class Independence Medal; First-class Labor Medal; 5 emulation flags from the Government; 1 certificate of merit from the Prime Minister ; 1 emulation flag and 3 certificates of merit from the Ministry of Home Affairs; 3 emulation flags and 7 certificates of merit from the Provincial People's Committee; 6 times recognized by the Provincial People's Committee as an Excellent Labor Collective, and many other awards.
