On the morning of June 20, the People's Committee of Binh Chanh District held a conference to promote education in the area.
Binh Chanh District is more than 25,000 hectares wide, with a population of more than 850,000 people, bordering 7 districts of Ho Chi Minh City and Long An province. It is a locality with rapid urbanization, with a mechanical population increase of more than 32,000 people/year.
Ms. Phan Thi Cam Nhung, Vice Chairwoman of Binh Chanh District People's Committee informed that currently the whole district has 130 schools, including 89 public schools and 41 non-public schools with more than 100,000 students. Most public schools invest in preschool education with small scale, not meeting standards in terms of facilities.
Delegates visit the booth of educational enterprises
Most of the industrial parks and industrial clusters are concentrated in the northern communes of the district such as Vinh Loc A, Vinh Loc B, Pham Van Hai, Le Minh Xuan, so the learning needs of local people and workers are quite high. Currently, the northern communes of Binh Chanh district need 1,801 classes, but the learning facilities only reach 1,243 classes, needing to invest in 558 more classes at all levels.
At the conference, Binh Chanh District called for investment in schools on 84 plots of land with a total area of 100 hectares, including 8 high schools, 15 middle schools, 23 primary schools and 38 kindergartens.
The main problems are related to planning.
Mr. Nguyen Van Hung, Chairman of the Board of Directors of AVS Education Group, said that the company has a need to develop an inter-level school in Vinh Loc A and Vinh Loc B communes. After approaching 20 locations through brokers and commune land authorities, the company realized that the problem that emerged was that land planned for education often fell in locations far from residential areas, not suitable for the field of private schools because it was related to enrollment.
At the conference, the group proposed to remove obstacles on two plots of land to open a bilingual international school. The first plot of land, measuring 5,400 square meters , belongs to a shareholder participating in the group, and its current purpose is to build factories and non -agricultural works.
When sending the report to the district, the District Urban Management Department instructed to send it to the Department of Planning and Investment, but when sending the documents, the Department of Planning and Investment replied that it was not within its jurisdiction because it did not comply with the planning. The company hopes to have a special mechanism for the education sector, with an operating period of 20-25 years, and a commitment to remove the obstacles after the expiration date.
Mr. Nguyen Van Hung, Chairman of the Board of Directors of AVS Education Group, requested the government to remove obstacles to invest in schools on 2 plots of land.
Plot 2 , 7,500 square meters wide, is currently planned for educational purposes but is part of the district's kindergarten project. Therefore, the group hopes the district will review the feasibility and create favorable conditions for investors to participate. "We commit to completing the school within one year," said a company representative.
Dr. Mai Duc Thang, representative of the Royal International Bilingual Education System, said that businesses want to invest in education systems and multi-level schools, but the land law only plans for one level of education, causing difficulties for businesses.
Many businesses attending the conference expressed their desire to open international schools, inter-level schools, foreign language centers, experience areas and life skills education. The businesses requested the district to have a focal point to coordinate, support and accompany investors to shorten the time for completing legal documents.
Avoid making a big call but then 'scattering nails'
Mr. Tran Van Nam, Secretary of Binh Chanh District Party Committee, affirmed that the Binh Chanh Standing Committee is committed to working with investors. If the issue is within their authority, they will thoroughly resolve it. If it is within the authority of the city's departments and branches, they will coordinate to resolve it.
In 2023, Binh Chanh District will organize 4 conferences to promote investment in 4 fields: education, trade, agriculture and tourism. The Secretary of Binh Chanh District Party Committee shared that many people find it strange to hear about promoting investment in education, because it has long been called for in the fields of trade, tourism and industry. However, education is a key field so it needs to be prioritized, the allocated budget is limited so it is necessary to mobilize social resources.
"The district's motto is Binh Chanh innovation and development. Innovation in thinking, determination in action, not following the old ways," said Mr. Tran Van Nam.
Education enterprises signed a memorandum of understanding to invest in Binh Chanh District, Ho Chi Minh City.
Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc emphasized that developing education to have a high-quality, sustainable source, the city always wants to welcome serious, quality investors. In particular, investors need to set the goal of providing knowledge, training people useful to society in parallel with financial goals, even higher to create prestigious, sustainable educational institutions, performing meaningful work.
Regarding the 84 investment calling locations of Binh Chanh, Mr. Duc suggested that the district carefully analyze each location to proactively remove obstacles and introduce them to suitable investors. "Once connected, focus resources to put the project into operation soon. Avoid the story of calling for investment loudly, but "spreading nails" underneath," Mr. Duc noted. At the same time, he requested the district to regularly report the progress of investment projects to the Standing Committee of the Ho Chi Minh City People's Committee.
Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training, said that this is the first time the conference to promote investment in education has been held at the district level. This shows the district's interest and strategic vision on the basis of existing infrastructure and future potential.
The Deputy Director of the Department of Education and Training affirmed that he will coordinate with the Department of Planning and Investment, the Department of Natural Resources and Environment and the Department of Construction to remove legal obstacles, land procedures and investment to soon put schools into operation to serve people's needs.
