On September 4, 2014, the Minister of Industry and Trade issued Circular No. 27/2014/TT-BCT regulating the transit of goods of the Kingdom of Cambodia through the territory of the Socialist Republic of Vietnam.

After nearly 10 years of implementation, the Ministry of Industry and Trade has conducted a review and assessment of the implementation of Circular No. 27/2014/TT-BCT dated September 4, 2014 of the Minister of Industry and Trade regulating the transit of goods of the Kingdom of Cambodia through the territory of the Socialist Republic of Vietnam.

Based on the results of summarizing and evaluating the implementation of Circular No. 27/2014/TT-BCT, the Ministry of Industry and Trade issued Circular No. 24/2024/TT-BCT dated November 8, 2024 amending and supplementing a number of articles of Circular No. 27/2014/TT-BCT dated September 4, 2014 of the Minister of Industry and Trade regulating the transit of goods of the Kingdom of Cambodia through the territory of the Socialist Republic of Vietnam.

Circular No. 24/2024/TT-BCT includes: 03 Articles. Specifically: (i) Article 1: Amending and supplementing a number of articles of Circular No. 27/2014/TT-BCT dated September 4, 2014 of the Minister of Industry and Trade regulating the transit of goods of the Kingdom of Cambodia through the territory of the Socialist Republic of Vietnam; (ii) Article 2: Replacing and abolishing a number of words, phrases, Articles, and Appendices of Circular No. 27/2014/TT-BCT dated September 4, 2014 of the Minister of Industry and Trade regulating the transit of goods of the Kingdom of Cambodia through the territory of the Socialist Republic of Vietnam; (iii) Article 3: Implementation provisions

Circular No. 24/2024/TT-BCT includes the following main provisions and new contents:

- Supplementing regulations in Circular No. 27/2014/TT-BCT on forms of submitting applications for permission to transit goods, including directly or by post or online at the Ministry of Industry and Trade's Public Service Portal.

- Amend and supplement the provisions in Article 11 of Circular No. 27/2014/TT-BCT on the time and number of times of extension of transit time for goods and supplement the provisions on extension of transit time for goods in case goods are stored in warehouses in Vietnam or are damaged, lost or the means of transport carrying transit goods are damaged during transit.

- Amend the provisions in Article 15 of Circular No. 27/2014/TT-BCT towards unifying the implementation activities of agencies and organizations issuing transit permits.

- Abolish administrative procedures: (i) Extension of Transit Permit for goods on Cambodia's banned list (TTHC code: 2.000106); (ii) Extension of Transit Permit for processed wood products of all kinds (TTHC code: 2.000493); (iii) Extension of transit permit for Cambodian goods through Vietnam's territory in cases where the goods are on Vietnam's banned list but not on Cambodia's banned list (TTHC code: 2.000475).

- Adjust and supplement the content of the Application form and Transit Permit form specified in the Appendices issued with Circular No. 27/2014/TT-BCT including: legal basis, HS code with goods name and main format components of the document including: Name of agency, organization issuing the document, number, symbol of the document, information of the carrier; Position, full name and signature of the authorized person, adjusted contents.

Circular No. 24/2024/TT-BCT takes effect from December 25, 2024.
