The Ministry of Industry and Trade recommends that provinces and cities implement a direct electricity purchase and sale mechanism.

The Ministry of Industry and Trade has just sent a document to localities and Vietnam Electricity Group on the implementation of Decree 80/2024/ND-CP on the direct electricity purchase and sale mechanism.

The Government issued a Decree on the direct electricity purchase and sale mechanism. The Ministry of Industry and Trade organized a Conference to implement the Decree on DPPA.

The Ministry of Industry and Trade has just issued Document No. 5028/BCT-DTĐL to the People's Committees of provinces and centrally run cities on the implementation of Decree No. 80/2024/ND-CP regulating the mechanism of direct electricity purchase and sale between renewable energy power generation units and large electricity users (Decree No. 80/2024/ND-CP takes effect from the date of signing July 3, 2024).

Once the DPPA mechanism is passed, large electricity consumers can purchase electricity directly from producers.

In order to uniformly and effectively implement Decree No. 80/2024/ND-CP nationwide, the Ministry of Industry and Trade requests 63 centrally-run provinces/cities to direct specialized electricity agencies to inspect and supervise renewable energy power generation units and large electricity users under their management in compliance with the provisions of Decree No. 80/2024/ND-CP and related legal provisions, including:

(i) Legal provisions on planning and investment (including compliance with national power development planning and provincial planning approved by competent authorities);

(ii) Regulations on granting electricity operation licenses;

(iii) Regulations on fire and explosion prevention and control in construction, land, environmental protection and safety in electricity use;

(iv) Regulations on electricity purchase and sale and contracts;

(v) Other relevant legal provisions.

Localities are responsible for monitoring and managing the list of large electricity users under their management to directly purchase and sell electricity through private connection lines as prescribed in Point a, Clause 2, Article 29 of Decree No. 80/2024/ND-CP.

At the same time, conduct inspection, supervision, resolve complaints, and handle violations in the process of implementing the direct electricity purchase and sale mechanism within the scope of management areas.

In addition to the document sent to localities, the Ministry of Industry and Trade also sent a document to Vietnam Electricity Group and related affiliated units to implement Decree 80/2024/ND-CP of the Government.
