Faced with the complicated developments of storm No. 11, the Border Guard Command of Quang Ninh province has issued plans and urgent dispatches, synchronously deploying response measures according to the motto "Be proactive early, from afar, resolutely not passive or surprised", minimizing damage to people and property.

Quang Ninh Border Guard mobilized 65 boats/260 officers and soldiers to organize announcements and instructions for vehicles and rafts to know the direction of the storm; guided 7,442 vehicles/14,848 crew members to come ashore and anchor at the port; reviewed and made a list of aquaculture households and clam watchtowers, and resolutely requested people to go ashore to avoid the storm.

Border guards at the land border (Hoanh Mo, Quang Duc, Po Hen, Bac Son, Hai Hoa, Mong Cai International Border Gate) closely coordinate with local authorities to review vulnerable areas, prepare evacuation scenarios for people in high-risk areas; organize checkpoints at overflow culverts, landslide sections, and deeply flooded areas, not allowing people and vehicles to pass through dangerous areas.
